Program and funding
The Indiana Department of Health (IDOH), through Indiana Rural Health Association (IRHA), lists the Initiative 10 Curriculum Enhancement Grant Program as open for applications through November 16, 2026, at 5:00 p.m. Eastern Time. The grant supports existing ACGME-accredited residency programs developing or substantially expanding rural clinical-training and addiction medicine curriculum. Awards may be up to $150,000 per approved residency program, with approximately 15 awards anticipated. The current notice does not state a separate total program funding pool; the much larger federal allocation to Indiana is not an individual award.
Eligible applicants and sites
Applicants must be existing ACGME-accredited residency programs, with an identified sponsoring institution and legal entity authorized to execute the subrecipient agreement and receive reimbursement. The notice describes eligibility for programs located in Indiana or primarily supporting Indiana residents, rural training sites, and workforce needs; however, the live application questionnaire appears to require Indiana location. Programs outside Indiana should obtain written clarification from IDOH or IRHA before assuming eligibility. Physical rural training sites must be documented with dated results from HRSA’s Rural Health Grants Eligibility Analyzer.
Required curriculum
Each project must offer at least eight weeks of substantive rural training and eight weeks of addiction medicine training. At least 60% of addiction medicine experience must consist of in-person clinical, patient-facing, or community-based experiential activities; telehealth cannot be the sole clinical rotation method. Applicants must address faculty/preceptor readiness, accreditation alignment, training partners, curriculum materials, supervision, evaluation, and sustainability. Projects must reach implementation readiness by July 31, 2027.
Match, reimbursement, and restrictions
No matching contribution is required unless IDOH issues a written amendment. Awards are reimbursement-based and no pre-award costs are eligible. Potentially eligible expenses include curriculum design, faculty development, direct project staffing, approved technology and supplies, evaluation, and rural rotation partnership development. Consultants, equipment above $5,000 per unit, certain travel, protected faculty time, and clinician compensation require prior written approval. New construction, major renovation, supplanting, general resident salaries, resident recruitment bonuses, lost clinical revenue, and lobbying are excluded. The notice treats indirect-cost prohibition as conditional on further IDOH confirmation.
Application and verification note
Submit the required application through the official IRHA REDCap application by November 16, 2026, 5:00 p.m. Eastern. Prepare documentation of ACGME status and sponsor support, HRSA rural-site analyzer results, project and evaluation narratives, implementation/sustainability plans, budget, authorization and support letters; upload PDF materials in the portal. Written questions are due October 30 and an FAQ is scheduled for November 6, 2026. Check final controlling terms before relying on this notice: although Indiana officially labels applications open, the administrator-hosted PDF still describes its opportunity table as “Draft Information,” and the application questionnaire appears narrower on non-Indiana residency eligibility. These matters need written confirmation from IDOH/IRHA.
