What the Grant Supports

Priority consideration includes projects that budget for on-the-job learning, related technical instruction and supportive services; operate across multiple counties; improve physical or digital accessibility; serve historically underrepresented or underserved participants; or include meaningful labor-union collaboration.

For healthcare applicants, strong concepts may include registered pathways for eligible clinical, technical, allied-health, behavioral-health, long-term-care or other healthcare occupations where the occupation is apprenticeable and the employer demand case is well documented.

Funding and Performance Controls

Funding is reimbursement-based. New programs may not invoice for on-the-job training, related technical instruction or support-service costs until the apprenticeship or pre-apprenticeship program is approved. The anticipated performance period is May 1, 2027 through April 30, 2030. Applicants need a Pennsylvania SAP Vendor Identification Number before award and must accept the Workforce Grant Agreement as written.

Application Strategy

Competitive proposals should clearly quantify the healthcare workforce shortage being addressed, define the occupations and participant population, show committed employer and training partners, identify measurable enrollment and completion outcomes, explain long-term sustainability, and include a realistic requested and leveraged-funds budget. Non-LWDB applicants must notify their regional Local Workforce Development Board and include evidence of that notification with the application. One to three unique letters of support are required.
