Opportunity Overview
Tennessee Technological University is soliciting quotations for specialized tele-health trauma treatment services for students served by its Center for Counseling and Mental Health Services. This is a vendor procurement rather than an applicant grant.
Deadline and Current RFQ
The controlling revised RFQ is due September 17, 2026 at 3:00 PM Central Time. Tennessee Tech’s live Current Bid Opportunities page lists the revised RFQ, Amendment 1, Amendment 2, and the Tele-health Trauma Treatment Services Questions & Answers as current solicitation materials. Minimum Vendor Requirements
The vendor must specialize in trauma-focused behavioral health treatment rather than general counseling; provide evidence-based trauma therapies such as EMDR, Brainspotting, somatic trauma therapy or comparable trauma-specific modalities; provide standardized symptom assessment, outcomes tracking and clinician access to treatment data; have experience serving higher-education populations; provide a mobile application, web platform or comparable engagement technology; be licensed and authorized to provide telehealth in Tennessee; comply with HIPAA and applicable privacy requirements; have at least three years of trauma-focused mental-health experience; and provide at least three comparable client references.
Amendments and Final Q&A Clarifications
Amendment 1 corrects estimated call volume to 260 calls per year, not per month, and incorporates the five-year Cost Sheet into the revised RFQ. Amendment 2 confirms that vendor questions were due September 8, 2026 and answers were posted September 11, 2026.
The posted Q&A adds material implementation detail. Supplier registration is not required to submit a quotation, although the awarded bidder must be registered before contracting. Tennessee Tech prefers tiered, differentiated pricing across trauma-informed modalities and does not favor a single modality. Standardized assessments are expected at minimum at the beginning and conclusion of treatment, with additional assessments as clinically appropriate. The three-year trauma-focused experience requirement applies to the vendor; individual treatment providers must still hold appropriate education, licensure or credentials, specialized training, and sufficient experience for the modalities they provide.
For outcomes and data, Tennessee Tech wants aggregate population-level reporting rather than individual student reports containing PHI. The vendor must provide secure access to real-time aggregate engagement, utilization and wellness-outcome data; Release of Information processes; HIPAA-aligned data sharing and informed consent; platform implementation, onboarding and training for designated university staff; monthly aggregate reports; and ongoing consultation and program support. Vendors may propose changes to standard terms with the final quote to the extent Tennessee Tech is legally permitted to amend them.
Pricing and Award
Tennessee Tech reports historical volume of approximately 260 calls per year and 35 service hours per month. The required cost sheet requests a monthly charge for each of up to five potential service years. Award is to the responsive and responsible bidder offering the lowest total five-year cost that meets all RFQ requirements.
