Eligible Recipients

CTSOs must satisfy Iowa’s organizational and governance standards, including constitution/bylaws, student leadership, a board of directors, regular board meetings approving financial reports, records of minutes and finances, career and leadership development for CTE students, and the Iowa Department of Education CTSO Financial Guidelines.
Funding Structure
The official IowaGrants storefront lists the Award Amount Range as Not Applicable and provides an FY27 CTSO Perkins Allocation Chart as the controlling allocation attachment. The published allocation method uses four components: 50% of available leadership dollars divided by the number of grants; 10% based on each CTSO’s share of statewide CTSO membership; 30% based on each CTSO’s share of statewide chapters; and 10% based on member attendance at the Spring Conference. Allowable and Prohibited Uses
Examples of allowable support include state executive secretary and advisor positions, leadership development workshops, curriculum development, supervised field or laboratory work incidental to CTE training, conference-planning services, officer oversight and training, communication with local advisors, membership processing, and related fiscal responsibilities. Federal and state guidance prohibits student lodging, meals or transportation to conventions or other social assemblages; personal supplies, jackets or effects; non-instructional athletic, social or recreational activities; non-instructional newsletters; awards; and membership dues.
Reimbursement and Reporting
Grant expenditures must be incurred during July 1, 2026 through June 30, 2027. Grantees may request reimbursement of up to 80% of available funds during the year based on actual documented expenditures. The balance is reimbursed after the final claim and final report, which are due July 15, 2027. Reimbursement is contingent on approved activities, application assurances, applicable federal requirements, final reporting, and availability of federal funds.
