Opportunity Overview
The Minnesota Pollution Control Agency (MPCA) is accepting applications under Solicitation 22461 for Climate-Smart Food Systems Industrial Innovation in Food Systems implementation grants. The program supports qualifying food and beverage manufacturing facilities and food-system organic-waste processing sites in Minnesota, or facilities that serve Minnesota including Tribal lands, with capital projects that reduce greenhouse-gas emissions, air pollution, resource use, operating costs, and waste.
Funding and Match
MPCA lists $40 million in total funding. Individual grants range from $50,000 to $8 million and may cover up to 60% of total eligible project costs. Recipients must provide at least 40% of total project costs as match. The current MPCA program page states that match may not be sourced through other federal funding. Awards are reimbursement-based.
Current Deadline and RFP Transition
Addendum 1, dated September 18, 2026, closes the current RFP on October 1, 2026 at 5:00 p.m. Central Time and removes the later quarterly deadlines from the April RFP. MPCA states that a new RFP is expected October 9, 2026 and will move application documents and submission to the Minnesota SWIFT supplier portal. The current RFP remains email-submission only through its October 1 close.
Eligible Project Themes
Eligible capital-project examples include energy-efficiency and electrification equipment, low-GWP refrigeration and HVAC improvements, boilers and process upgrades, distributed energy resources, industrial heat pumps, process-water reduction, smart energy controls, anaerobic digestion, food-waste recovery and valorization, waste-heat recovery, and other approved technologies that reduce emissions or waste.
Application Controls
The current application requires the MPCA application form and work plan, required exhibits, budget workbook, and supporting documentation identified in the RFP. Applicants must satisfy applicable facility ownership or lease controls, permitting and regulatory requirements, federal Build America Buy America requirements where applicable, and technical baseline and measurement/verification requirements. A Unique Entity Identifier is required before award.
Atlas Fit
Atlas Opportunity Score: 68/100. This is a substantial, well-defined Minnesota capital-grant opportunity with strong grant-development value for eligible industrial food-system organizations. N9+ Fit: 0/100. QC Healthcare Fit: 0/100. No healthcare technology or clinical fit should be forced into this industrial decarbonization program.
Next Action
For the current RFP, proceed only for a verified eligible Minnesota applicant with a credible capital project, documented 40% match, technical baseline data, required permits/compliance path, and enough time to complete the email application before October 1 at 5:00 p.m. Central Time. Independently monitor MPCA for the expected October 9 replacement RFP and reverify all controlling requirements before any outreach or package work under the new cycle.
