Broad Eligibility

Lead Applicant must be California-based and an eligible Tribe, Tribally-owned nonprofit, 501(c)(3) nonprofit, public/local agency, special district, joint powers authority, public utility, local publicly owned utility, or mutual water company. Implementation generally requires at least two Co-Applicants, a city/county/Tribal government as a Lead or Co-Applicant as applicable, collaborative governance, an eligible Project Area, and a timely June 30, 2026 Pre-Proposal.

The California Strategic Growth Council Transformative Climate Communities (TCC) Round 6 Implementation Grants provide up to $27.5 million per award for coordinated neighborhood-scale projects in disadvantaged communities. Approximately $82.5 million is available for three Implementation awards, with a six-year grant term. Eligible strategies include Health Equity and Well-Being, Indoor Air Quality, Community Resilience Centers, housing, mobility, energy, water, greening and other coordinated climate/community investments.

The Round 6 Guidelines expressly allow Health Equity and Well-Being projects, including community resource centers and costs associated with resources that support health equity. Strategy 8 can include local health departments, public schools/school districts, locally operating health systems, hospitals, clinics and health plans as Lead or Co-Applicants for eligible projects. The Guidelines also contemplate equipment purchased with reimbursable project funds and subcontractor participation. This creates a strong applicant-led Path B/C for N9+ and/or QC Healthcare when the technology or clinical service is a material component of the community-defined health-equity strategy and is accepted in the approved work plan, budget and procurement structure.

Important eligibility gate: all Round 6 Implementation applicants were required to submit a Pre-Proposal by June 30, 2026. Applicants that did not submit one will not be reviewed or considered. Applicant outreach should therefore target only organizations/teams whose timely Pre-Proposal submission can be verified.
