State of Hawaiʻi Department of Land and Natural Resources (DLNR) — Legacy Land Conservation Program (LLCP), Fiscal Year 2027 Operation, Maintenance, and Management Grant
The FY2027 OMM Grant cycle is open. DLNR expects $255,000 to be available for management awards, and eligible applicants may request up to $51,000 per application. A single application may cover one conserved property or several conserved properties owned by a single applicant.
Eligibility: The applicant must be a prior Legacy Land Conservation Program Land Acquisition Grant awardee that used the acquisition grant to purchase property in fee simple and must remain the current owner of the property to be managed with grant funds.
Match / cost share: County and nonprofit awardees must provide matching funds equal to at least 25% of total project cost. Match may include direct money, public/private funds, land value donation, qualifying in-kind contributions, or a combination, subject to program rules and valuation requirements.
Eligible expenditures are limited to five categories: equipment; maintenance and repair; materials and supplies; professional services to prepare a management plan; and professional services to prepare an environmental assessment.
Current cycle dates: Application period opened August 31, 2026. The grant application is due October 12, 2026. Commission review and funding recommendation is scheduled for November 2026, followed by legislative consultation and Board/Governor approvals.
Submission method: Applicants first sign up with LLCP. Program staff creates a SharePoint application folder. The completed fillable application, maps/photos, and budget materials are uploaded to that folder.
Required content includes: applicant and conserved-property information; LLCP project number; management history and achievements; proposed management activities and need; deliverables and completion timeframe; measurable success indicators; sustainability after the grant; maps/photos; total project cost; matching funds; and a budget narrative. The application must address all required scope-of-work questions.
Payment: Apart from any approved advance, grant funds are distributed against evidence of actual costs and expenditures. An approved advance is capped at 15% of the award or the minimum amount needed, whichever is less, and must be justified as urgently needed to protect, restore, or maintain resources at risk.
Atlas Fit Score: 64/100. N9+ Fit Score: 0/100. QC Healthcare Fit Score: 0/100. This is a narrowly restricted conservation-property management program and is not an appropriate N9+ or healthcare procurement vehicle.
