VERIFICATION HOLD — DO NOT OUTREACH.
The Kauaʻi County Housing Agency Program Year 2027 Community Development Block Grant (CDBG) is a County-administered federal pass-through opportunity funded by the U.S. Department of Housing and Urban Development. The County expects an estimated $755,833 allocation for PY2027, anticipates using $151,166 for administration, and estimates $604,667 will be available for projects.
Current Application Schedule
The County states that the online application link will be available on October 2, 2026 and that no paper applications will be accepted. The current public notice gives an application deadline of November 12, 2026 at 4:00 p.m. The notice does not state a time zone. Under Atlas fail-closed rules, no ORIGINAL outreach is authorized until the deadline time zone is authoritatively resolved and the live online application is available.
The County’s tentative AAP 2027 timeline also identifies October 2, 2026 as the applications-available date and November 12, 2026 as the application deadline. Public and informational meetings are scheduled for October 21, October 23, and October 26, 2026.
Eligible Applicants and National Objectives
The official PY2027 Fact Sheet lists government agencies, private for-profit agencies, neighborhood-based nonprofit agencies, and small-business investments as eligible subrecipient categories. Except for economic-development projects and certain housing projects, applicants must demonstrate that they are a private nonprofit or governmental agency; nonprofits must be incorporated under State law and have or have applied for 501(c)(3) status.
Every funded activity must meet at least one CDBG national objective: benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or meet an urgent community-development need. The Fact Sheet notes that facilities serving elderly adults, adults with disabilities, abused children, illiterate adults, migrant farm workers, victims of domestic violence, homeless persons, or persons with HIV/AIDS may qualify under presumed-benefit rules.
Eligible and Ineligible Activities
Eligible uses include qualifying public facilities and improvements, economic development, public services, housing activities, removal of architectural barriers, historic preservation, and energy-conservation or renewable-energy measures. Public services expressly include health care and substance-abuse services, childcare, crime prevention, recreation, job training, and employment services. Public facilities may include homeless shelters, hospitals, nursing homes, group homes, and other qualifying facilities.
Generally ineligible activities include construction or improvement of general-government buildings, routine operating and maintenance expenses for public facilities and services, costs incurred before a signed County agreement, most equipment purchases other than fire and solid-waste equipment, and new housing construction. Public-service funding is subject to the CDBG 15% cap described in the Fact Sheet. Personnel costs may not exceed 20% of the CDBG award.
Match and Financing
The current PY2027 Fact Sheet and application-upload checklist do not state a universal mandatory match percentage. The scoring process does evaluate project financing, including the project budget and other resources or commitments, and the upload checklist calls for other funding or commitment letters when applicable. Project-specific financing requirements must be verified in the live application before package production.
Required Documentation
The current application-upload checklist requires, except for government agencies as specified by the checklist, organizational and tax-exemption documentation, authorization to request funds, a signature sheet, site-control or lease documentation where applicable, support letters, key staff resumes, a FIRM map, project schedule, project financing and project budget forms, other funding or commitment letters, a Single Audit or IRS Form 990, governing documents, insurance compliance information, board/officer information, an organizational chart, and an HCE Certificate of Compliance. Construction/acquisition projects have additional site-control, plans/specifications, maps/surveys, cost-estimate, accessibility-review, flood-map, and environmental-assessment requirements. Economic-development projects require a three-year business plan and project policies or rules.
Atlas Fit
Preliminary Atlas Fit: strong. The program has meaningful potential for housing, homelessness, public-health, healthcare-service, accessibility, and public-facility projects. N9+ fit is not established because the Fact Sheet generally excludes equipment purchases except for fire and solid-waste equipment. QC Healthcare fit is conditional where an eligible organization proposes a defensible healthcare service or qualifying public-facility project. Ordinary initial outreach must not introduce or sell N9+.
