The Hawaiʻi Department of Land and Natural Resources Legacy Land Conservation Program FY2027 Land Acquisition Grant supports State agencies, counties, and nonprofit land conservation organizations in acquiring fee title or conservation easements to protect Hawaiʻi’s exceptional, unique, threatened, and endangered natural and cultural resources.
Funding
DLNR expects $5.3 million in FY2027 grant funds for land acquisition awards, subject to the fiscal-year program budget. The current public program page does not state a universal per-application maximum.
Eligibility and Match
Eligible applicants are Hawaiʻi State agencies, counties, and nonprofit land conservation organizations. County and nonprofit awardees must provide matching funds covering at least 25% of total transaction costs. Nonprofit applicants must hold qualifying IRS nonprofit status and be registered with the State Department of Commerce and Consumer Affairs.
Current Application Timeline
The FY2027 cycle is open. The required Agency Consultation Form was due September 14, 2026. Agency responses are scheduled to be returned by October 20, 2026 or earlier. The Full Grant Application is due November 2, 2026. The official webpage and FY2027 Grant Application Guidelines do not publish an exact November 2 cutoff time or time zone.
Because the preliminary Agency Consultation deadline has already passed, Atlas will not treat this as a new cold-outreach opportunity unless a specific organization can be authoritatively verified as having completed the required consultation step and remaining eligible for the full-application phase.
Allowable Project Structure and Required Materials
Funding may support acquisition of land in fee title or acquisition of conservation easements. The application requires Forms 1 through 8, including certification, property information, transaction costs and matching funds, and narrative sections addressing land-acquisition purposes, threats, cultural and historical significance, and stewardship and management. Required supporting materials include a willing-seller letter; IRS nonprofit determination evidence and a land-conservation mission statement for nonprofit applicants; applicable willing-holder documentation; an estimate of fair market value; and property maps and photos.
Grant and matching-fund expenditures are governed by Hawaiʻi Administrative Rules sections 13-140-19 and 13-140-20. Matching sources must be documented, reasonable, necessary, and integral to the approved acquisition. The guidelines identify qualifying structures including certain acquisition-related professional costs, land-value donations, and conservation-easement value subject to program requirements.
Submission Method
Applicants first sign up with Legacy Land. LLCP creates SharePoint folders for Agency Consultation and the Application. The full application and supporting materials are uploaded through those program-provided SharePoint folders using the required naming and file structure.
Healthcare and N9+ Fit
This is a land-conservation acquisition program, not a healthcare, telehealth, clinical-equipment, or healthcare-vendor opportunity. N9+ and QC Healthcare are not relevant and should not be introduced.
