The State Charter Schools Commission of Georgia (SCSC) currently offers the Emergency School Operations Grant as an ongoing categorical grant for state charter schools facing qualifying unforeseen emergency circumstances. Eligibility
Eligible applicants are state charter schools with an active charter contract that have experienced an unforeseen emergency circumstance affecting the school’s ability to operate and provide a safe learning environment.
Examples of potentially qualifying circumstances include natural disasters, acts of terror or war, pandemic, or other exceptional external events causing financial hardship. The current SCSC page expressly excludes lower-than-expected enrollment or related state-allotment shortfalls, financial mistakes or omissions by school personnel or contractors (including lack of cybersecurity), inaccurate financial reporting or budgeting, lawsuits or other legal action, and operational expenses that could reasonably have been anticipated, including higher-than-expected personnel costs or age/wear facility repairs.
Regulatory Basis
SCSC Rule 691-3-.01 authorizes grant opportunities supporting academic, governance, and operational compliance and excellence at state charter schools, including financial support for unforeseen emergency circumstances. The rule provides that specific grant terms and conditions are approved by the SCSC Board of Commissioners, grant opportunities are made available subject to strategic priorities, school needs, and fund availability, and awards are recommended through an application/scoring process and approved by the Board.
