Required next actionReview the current State Start-Up application and DCTE equipment guidance, confirm district and program eligibility, verify that every proposed cost is allowable, complete the required budget and supporting materials, and submit by November 3, 2026. Because ADE does not publish an exact closing time or time zone in the controlling memo, submit in advance and verify successful portal receipt.

Broad Eligibility

All Arkansas public school districts may apply, one application per school, through the district CTE coordinator. Current H2 pathway choices expressly include Behavior and Mental Health, Healthcare Services, and Nursing Services. Start-Up funds are restricted to DCTE-published equipment-list items, and the district must provide the mandatory 15% local share.

Atlas Analysis

Arkansas DCTE State Start-Up Grant funding supports 2027–2028 career and technical education program launches for school districts. The official ADE memo states that the application window opened August 1, 2026 and closes November 3, 2026. Proposed equipment and other costs must follow the current State Start-Up application and DCTE equipment rules. ADE does not publish an exact submission time or time zone in the controlling memo.

Opportunity Overview

The Arkansas Department of Education, Division of Career and Technical Education, is accepting applications for the 2027–28 State Start-Up Grant under Commissioner’s Memo CTE-27-002. The program supports High-Wage and High-Demand Career and Technical Education pathways by purchasing equipment for a pathway a district plans to start in the 2027–28 school year.

Funding and Match

Awards cover 85% of the cost of eligible equipment from the DCTE equipment lists. The school district must provide the remaining 15%. The current announcement and application do not state a fixed dollar award ceiling. Grant funds must be used exclusively for equipment included on DCTE-published equipment lists.

Deadline

Applications opened August 1, 2026 and are due Tuesday, November 3, 2026. The controlling ADE announcement and application state the date but do not publish a submission time or time zone. Atlas therefore treats the exact deadline as incomplete for new applicant outreach and will not initiate cold outreach unless ADE authoritatively supplies the missing time and time zone.

Eligibility

All Arkansas public school districts are eligible. Only one application per school may be submitted, and the application must be completed by the district CTE coordinator.

Healthcare and School Relevance

The current application expressly includes Behavior and Mental Health, Healthcare Services, and Nursing Services among the eligible H2 pathway choices. Because Start-Up funds are restricted to DCTE equipment-list items, the published materials do not by themselves establish that the Nonagon N9+ device and platform is an allowable purchase. Applicant-specific advancement requires a verified equipment-list match or authoritative DCTE confirmation.

Required Application Materials

The current checklist requires the Grant Application, Principal Letter, and Superintendent Letter. The principal letter must address the course progression plan, human capital needs, the 15% district minimum equipment obligation, and a growth and sustainability plan. The superintendent assurance letter must use the provided template, be signed by the superintendent, and be submitted on district letterhead.

Submission and Review

The application asks districts to identify the planned pathway, student impact, course sequence, Perkins and state or local support, early career experiences, student opportunities, business and industry partners, and postsecondary alignment. Round 1 scores school performance, previous grants, student impact, funding commitment, early career experiences, and student opportunity. The highest-scoring applications advance to Round 2, which evaluates business and industry partnerships and postsecondary partnerships and includes interviews with identified partners.

Atlas Analysis

Atlas Opportunity Score: 93/100. This is a strong statewide school workforce opportunity with explicit health-related H2 pathways and substantial equipment support. The mandatory 15% district contribution is material and must not be represented as waived.

N9+ fit remains conditional and unverified for Start-Up funding. The grant permits only items on DCTE equipment lists. Atlas will not represent N9+ as eligible, build applicant-specific equipment pricing, or initiate N9+-based pursuit unless a current DCTE equipment list or authoritative DCTE confirmation covers the proposed equipment.
