The Minnesota Department of Labor and Industry (DLI), Construction Codes and Licensing Division, is accepting applications for the 2027 Building Official Training (BOT) Municipal Grant. The program helps qualified Minnesota municipalities establish or continue a structured training program for a full-time building-code-department trainee working toward Minnesota building official-limited or building official certification.
Eligibility
Eligible applicants are qualified Minnesota cities, counties, or towns. The municipality must administer and enforce the Minnesota State Building Code by ordinance, be current on required municipal reporting, and provide training under the supervision of a Minnesota-certified building official. A building official-limited may not serve as the training supervisor.
Funding and match
DLI has up to $750,000 available for the 2027 cycle and expects to make approximately 10 awards. A single municipality may request up to $75,000. Grant funding is not intended to fully fund the trainee position; applicants are expected to provide a documented match, which may include allowable cash and in-kind contributions.
Allowable and ineligible costs
Allowable costs include qualifying trainee wages and employment-related expenses; education and certification costs such as approved courses, seminars, examination-related training, travel and lodging within program limits; and limited training-support costs such as code books, subscriptions, computers or handheld devices, training tools, protective clothing, and related safety equipment. Support-service costs are limited by the RFP. Ineligible expenses include costs incurred before the grant agreement is fully executed and effective, out-of-state travel, food and beverages, political or lobbying expenses, bad debt, fines and penalties, unrelated personnel costs, double-funded costs, and other expenses excluded by the RFP.
Deadline and submission
Applications are due October 16, 2026 at 4:00 PM Central Time. Applications are submitted by email to the DLI BOT grant address identified in the RFP. The required application package includes the proposal form, budget and budget narrative, work plan and training requirements, capacity responses, required certifications and affidavits, equal-employment-opportunity policy, workers’ compensation or self-insurance documentation, and collaboration documentation when applicable.
