Service Scope
The Women’s Halfway House component provides ASAM Level 3.1 clinically managed low-intensity residential services to pregnant women and parenting women with dependent children who have moderate-to-severe substance-use disorder. The current model houses up to ten adult women and up to ten children under age five in a Bangor-area residential facility.
The Halfway House and Non-Hospital Detox components address substance-use acuity through residential treatment and ASAM Level III.2-D medically managed residential detoxification services for adult men and women.

The current PJF lists a contract amount of $1,680,704 for Wellspring, Inc. in Bangor. Wellspring is treated as the incumbent provider for this exact agreement, not as an unsent applicant.
Eligibility and Qualification Requirements
DHHS states that a willing-and-qualified provider must be licensed to deliver the service, employ qualified licensed practitioners, participate as a MaineCare provider for the service, and maintain a contract with OBH/DHHS. The PJF also describes allocation of SAPT Block Grant and state dedicated/matching funds to nonprofit agencies with the organizational structure and ability to implement evidence-based treatment for Maine clients.
