Opportunity Overview
The Maine Department of Health and Human Services, Office of Behavioral Health, maintains an active Willing & Qualified contracting pathway for Section 17 community mental health services. CT NOI 0820260590 extends the applicable multi-vendor agreements through December 31, 2026, except for providers that did not renew and retained a June 30, 2026 end date.
Service Scope
OBH states that Section 17 services support people with serious and persistent mental illness who need community-based services. The current PJF identifies Assertive Community Treatment, Community Rehabilitation Services, Community Integration Services, and Daily Living Support Services for clinically eligible individuals who do not qualify for MaineCare insurance.
Qualification Controls
DHHS states that participating providers must be licensed by the Division of Licensing and Regulatory Services, have a contract with OBH, and be willing and qualified to deliver the covered services. Funding is provided using State General Funds and Federal Block Grant dollars on a fee-for-service basis at the MaineCare rate for eligible consumers who do not have MaineCare. The Department does not intend to competitively procure these services.
Funding and Source Reconciliation
The PJF cover page states Amendment 2: $2,222,994 and a revised total of $6,502,982. The attached provider schedule lists 34 agreements and a $4,297,477 total projected spend. Atlas preserves both State-published figures because the current PJF does not reconcile the difference. Do not substitute an inferred total.
Incumbent Handling
The current attachment identifies the incumbent providers. Those organizations should not receive introductory outreach merely announcing the exact contracting pathway they already hold. Any new-provider work must first verify current Section 17 licensure and OBH contracting eligibility.
Atlas Assessment
Atlas Opportunity Score: 88/100. This is a current statewide behavioral-health contracting pathway serving people with serious and persistent mental illness.
N9+ Fit Score: 8/100 conditional. The service model includes community-based care, coordination, and ACT, but the controlling procurement does not expressly authorize telehealth, remote examination, diagnostic-device, or N9+ costs.
Dr. Miltie direct-vendor fit: 0/100 on current records. Required Section 17 provider licensure and OBH contracting qualifications are not established for Dr. Miltie, LLC.
Next Action
For any prospective additional provider, verify the required Maine behavioral-health licensure, Section 17 service capability, OBH contracting status, and current W&Q availability. Complete canonical CRM Account, Contact or Lead, exact-opportunity Deal, Email Opt-Out, and actual sent-history deduplication before any outreach.
