Opportunity Overview
The Maine Department of Health and Human Services, Office of MaineCare Services, has an active Willing & Qualified contracting pathway for Opioid Health Home services. The current State procurement record, CT NOI 0420260262, extends the underlying Opioid Health Home agreements through December 20, 2026.
Service Scope
The purpose is to provide Opioid Health Home services to people who meet the applicable clinical eligibility requirements but are not currently eligible to receive these services through MaineCare reimbursement. The State describes an integrated-care model that expands access to medication-assisted treatment, behavioral therapy, and care addressing other physical and mental health needs.
Qualification Controls
DHHS states that providers must hold the appropriate license from the Division of Licensing and Regulatory Services and must be approved by MaineCare Services to provide Opioid Health Home services. Rates are standardized and tied to the MaineCare Benefits Manual. This is not a conventional competitive grant round and no separate applicant award ceiling is published.
Funding and Current Providers
The PJF lists Amendment A of $2,918,520 and a revised total of $8,609,634. The attached table contains 30 amended provider agreements. Those named organizations are incumbents and should not receive initial outreach merely to announce the exact funding they already hold.
Atlas Assessment
Atlas Opportunity Score: 89/100. This is a substantial statewide substance-use-treatment and integrated-care contracting pathway with a clear Willing & Qualified mechanism for appropriately licensed providers.
N9+ Fit Score: 8/100, conditional. The service model includes integrated physical and mental health care, but the controlling procurement document does not expressly establish telehealth, remote-examination, diagnostic-device, or N9+ costs as allowable. Do not represent such costs as eligible without applicant-specific and State confirmation.
Dr. Miltie direct-vendor fit: 0/100 on current records. The State requires provider licensure and MaineCare approval that are not established for Dr. Miltie, LLC.
Next Action
For any prospective additional provider, verify current Opioid Health Home licensure, MaineCare approval, qualified clinical staffing, capacity to provide the State-defined service, and current contracting availability with the DHHS contract administrator. Treat current listed organizations as incumbents. Complete CRM Account, Contact or Lead, exact-opportunity Deal, Email Opt-Out, and actual sent-history deduplication before any outreach.
