Washington Commerce FY2027 Capital Project Capacity-Building Grant Program
The Washington State Department of Commerce Community Capacity Initiative is accepting applications for FY2027 capacity-building grants that help eligible organizations advance early-stage capital projects directly benefiting overburdened communities in Washington. Funding may support targeted technical assistance and predevelopment activities. Commerce gives priority to projects addressing housing, energy, or infrastructure needs and to applicants and communities with limited financial capacity.
Funding
- Washington local governments: up to $200,000
- Federally recognized Tribal governments: up to $200,000
- Federally designated nonprofits registered in Washington: up to $50,000
Only one application may be submitted per eligible entity. Applicants must review the controlling RFA and exhibits for minimum qualifications, eligible activities, reimbursement requirements, and all submission conditions.
Deadline
Applications are due Friday, October 30, 2026 at 3:00 p.m. Pacific Time. Commerce states that late applications will not be accepted.
Application process
Applicants should download the official RFA and all track-specific exhibits from Commerce’s official RFA folder and use the online submission form to upload the complete application package. Optional pre-application conferences are scheduled for September 23, 2026 for local governments, Tribal governments, and nonprofits. Questions are due through Commerce’s RFA question process by October 9, 2026.
Atlas assessment
Atlas Opportunity Score: 72/100. This is a credible statewide capital-readiness opportunity with a clear deadline, applicant tracks, and award ceilings. It is not healthcare-specific, but eligible healthcare, school-support, community-service, housing, or other mission organizations may have a legitimate path when their legal applicant status and proposed capital project satisfy the controlling RFA.
N9+ Fit Score: 0/100. The public opportunity is for capacity building, technical assistance, and predevelopment rather than healthcare technology procurement. Do not position N9+ as an applicant cost or funded solution without explicit support in the controlling RFA and an eligible applicant’s project.
QC Healthcare fit: conditional only. Direct-applicant eligibility depends on QC Healthcare independently satisfying one of Commerce’s legal applicant tracks and every project-level RFA requirement. No eligibility is presumed.
Dr. Miltie direct-vendor fit: limited and conditional. The opportunity is a grant to eligible applicants, not a state direct-vendor solicitation. An applicant-selected technical-assistance or predevelopment consultant role may be possible only if the controlling RFA and the applicant’s procurement rules allow it.
