Opportunity Overview
The Pennsylvania Emergency Management Agency (PEMA) is currently accepting applications for the State and Local Cybersecurity Grant Program (SLCGP). PEMA identifies this as the 2025 SLCGP funding cycle, while the same current program page lists September 2026 application walkthroughs. Atlas therefore treats this as the FFY2025 SLCGP cycle being administered through Pennsylvania’s 2026 application window.
For the current funding cycle, cybersecurity assessments are the only eligible service. The program is designed to help eligible local governments identify vulnerabilities, evaluate cybersecurity controls, and strengthen cyber resilience.
Funding and Required Match
The official application instructions allow an applicant to request up to $36,000 in SLCGP funding. The applicant must provide a 40% non-federal local cost share, up to $24,000 when the maximum federal request is used, for a maximum total project budget of $60,000. The federal SLCGP share represents 60% of total project cost.
The 40% non-federal cost share is mandatory in the current instructions. Applicants should verify that they can document and satisfy the match before proceeding.
Eligibility
Eligible local government entities expressly include Pennsylvania counties, municipalities, cities, towns, townships, local public authorities, school districts, special districts, intrastate districts, councils of governments, regional or interstate government entities, agencies or instrumentalities of local government, rural communities, unincorporated towns or villages, and other qualifying public entities. Local governments apply through the Commonwealth rather than directly to the federal government.
Application Window and Deadline
PEMA’s current program page states that the 2025 State and Local Cybersecurity Grant Program application period is open from September 14 at 8:00 AM through September 28 at 5:00 PM. The same page lists application walkthroughs on September 1 and September 3, 2026. Atlas therefore records the current closing date as September 28, 2026 at 5:00 PM.
Important deadline control: the controlling PEMA page does not state a time zone for the 5:00 PM deadline. Atlas does not infer one. New applicant outreach is therefore blocked until an authoritative source establishes the deadline time zone, even though this verified open opportunity may remain published for applicant awareness.
Application Requirements
Applicants use Pennsylvania’s Enterprise eGrants system. The official instructions require a qualifying government entity, the 40% cost share, a Commonwealth SAP vendor number, a Unique Entity Identifier (UEI), required application forms and certifications, and the program budget. Applicants should review the current PEMA instructions and all linked forms before submission.
Strategic Fit
Atlas Opportunity Score: 83/100. This is a legitimate Pennsylvania school-district and local-government cybersecurity funding opportunity with a clearly defined assessment use case.
School/Education Funding Fit: 88/100. School districts are expressly eligible, and the funded cyber assessment can support school-system resilience and risk identification.
N9+ Fit Score: 0/100. The current cycle funds cybersecurity assessments only and does not establish an allowable role for the Nonagon N9+ remote physical examination platform.
QC Healthcare Fit: 0/100. The funded scope is cybersecurity assessment rather than clinical services.
Dr. Miltie direct applicant/vendor fit: 0/100. Direct applicants must be qualifying local government entities, and the current program also requires a 40% non-federal cost share. Atlas does not treat Dr. Miltie as an eligible direct applicant or funded vendor.
