Opportunity Overview
The Indiana Criminal Justice Institute (ICJI) is accepting applications for the FFY 2027 Sexual Assault Services Program (SASP). SASP supports rape crisis centers and other eligible programs providing direct intervention, advocacy, accompaniment, support services, and related assistance to adult, youth, and child victims of sexual assault and certain family, household, and collateral victims.
Deadline and Funding
Completed applications and all required documentation must be submitted through Euna Grants powered by AmpliFund no later than October 28, 2026 at 12:00 p.m. EDT. ICJI states that approximately $1,100,000 is available for the January 1 through December 31, 2027 award period and expects approximately 10 to 20 awards ranging from $30,000 to $200,000. There is no match requirement.
Eligibility
Eligible applicants include nonprofit organizations, governmental organizations, faith-based organizations, rape crisis centers, and other nongovernmental or tribal programs and projects that assist sexual-assault victims and have the required service history. Governmental applicants may not be part of the criminal justice system and must be able to provide confidentiality comparable to a nonprofit victim-services provider. Applicants must also satisfy ICJI prequalification requirements, including UEI, SAM registration, Indiana good-standing checks, E-Verify enrollment, and the other threshold requirements in the current solicitation.
Allowable Program Focus
Allowable work includes 24-hour crisis hotline services, accompaniment and advocacy through medical, criminal-justice, and social-support systems, crisis intervention, short-term support services, comprehensive service coordination, information and referral, culturally specific services, and outreach supporting underserved communities when tied to direct victim services.
Budget and Procurement Controls
This is a reimbursement-based grant. Equipment and supplies may be reimbursable when they are necessary to the approved SASP purpose, but the budget narrative must identify whether each item will be purchased, rented, or leased. Telecommunications and video-surveillance systems, services, and equipment must comply with 2 CFR 200.216, and leased or rented real property and equipment must comply with 2 CFR 200.465.
Indirect costs are optional. Applicants may use a federally negotiated indirect cost rate or, when eligible, a de minimis rate of up to 15% of modified total direct costs, with the required calculation and documentation uploaded in Euna. Administrative costs are allowable but capped at 10% of the total grant-funded budget. Consultant and contractual services require procurement documentation and written contracts; consultant costs above $81.25 per hour or $650 per day are not allowable.
Important Restrictions
ICJI expressly excludes education and prevention activities, training for other professionals, Sexual Assault Response Team coordination, criminal-justice projects, sexual-assault nurse or forensic examiner programs, forensic interviews, prosecution activities, and domestic-violence services unrelated to sexual assault. The program also cautions against technology use that does not adequately address victim confidentiality, safety planning, and informed consent.
Required Application Attachments
The current 2027 RFF requires applicants to complete and upload a Total Agency Budget, a Determination of Suitability to Interact with Participating Minors certification, a VAWA confidentiality acknowledgement, and a certification letter regarding out-of-scope activities. Federal awards over $100,000 also trigger the required lobbying certification and, when applicable, lobbying disclosure. Applicants must provide at least one outside letter of endorsement. Relevant job descriptions are required when personnel costs are requested. Applicants requesting indirect costs must upload the applicable federally approved indirect-cost agreement or the de minimis calculation and assigned indirect-cost list.

Confirm the organization’s qualifying sexual-assault service history, prequalification status, confidentiality controls, and allowable project scope. Build the proposal only from the current ICJI solicitation and Euna application requirements, exclude prohibited activities and costs, and preserve all applicant-only facts as applicant-supplied information.
