Iowa Workforce Development’s Career Training Physical Expansion Grant Program (CTPE), IowaGrants 686341, supports Iowa community colleges and eligible unionized or nonunionized private-sector apprenticeship programs that need new or expanded training space or essential equipment to increase training capacity in high-demand fields.
Funding and Deadline
The program has $3.5 million in total state funding. Individual awards may be made up to $1,000,000, and $1.5 million is reserved for projects in the Healthcare field. Applications are due October 19, 2026 at 2:00 p.m. CST.

Eligible Applicants and Projects
Eligible applicants are Iowa community colleges and unionized or nonunionized private-sector apprenticeship programs that operate in Iowa and can expand primarily in-person training for workers and future workers in high-demand fields. Eligible projects must involve new construction, expansion or modification of an existing training facility, or procurement of equipment that expands regional training capacity. Equipment-only projects must add at least five training slots; construction, expansion, or modification projects must add at least ten.
Applicants must also satisfy the issuer’s organizational eligibility conditions, including no layoffs in the prior six months, no bankruptcy or pre-bankruptcy status, no arrears owed to the State of Iowa, and good standing with the Iowa Office of Apprenticeship for applicable registered apprenticeship or work-based-learning programs.
Match, Reimbursement, and Allowable Costs
There is no state match or cost-share requirement. Awards are reimbursement-only. Eligible costs include equipment and construction, expansion, or modification expenses from eligible third-party contractors. Travel, food, landscaping or fencing, internal employee wages, third-party credentialing or licensing or training or exam costs, and administrative or indirect expenses are ineligible. Successful applicants may be required to provide procurement policies for combined purchases over $10,000 from a single vendor.
Healthcare and N9+ Fit
This is a high-priority Atlas healthcare opportunity because the issuer expressly reserves $1.5 million for Healthcare projects and permits equipment that expands training capacity. Nonagon N9+ can be a conditional fit where an eligible applicant independently designs an approved healthcare training program requiring connected physical-examination technology for guided exams, vitals, telehealth-enabled clinical encounters, simulation, or related clinical-skills instruction. Any inclusion must be supported by the applicant’s curriculum, capacity-expansion plan, approved budget, procurement requirements, and final award scope. The opportunity does not automatically approve any named product or vendor.
