Opportunity Overview
The Maryland State Department of Education (MSDE) is accepting FY2027 applications for the Maryland Teacher Relocation Incentive Grant. The program provides funding to Maryland county boards and local education agencies to help eligible out-of-state licensed teachers relocate to Maryland and work in an eligible Community School.
Funding and Deadline
MSDE has made up to $2,000,000 available statewide. Reimbursement is limited to actual eligible relocation costs and may not exceed $2,000 per eligible teacher. Applications for the Fall 2026 cycle are due November 13, 2026 at 5:00 PM ET. The grant period runs October 1, 2026 through September 30, 2027.
Eligible Applicants and Candidates
The applicant is the Maryland county board/local education agency. An individual teacher must have a signed contract to teach in a Maryland public school beginning during the grant period, hold an unencumbered professional teaching license from another state, and agree to teach for at least two years in a Maryland Community School funded under Md. Code, Education, § 5-223.
Use of Funds
MSDE reimburses LEAs for eligible relocation costs that are then distributed to qualifying teachers. The published guide states that the only approved use is distribution to eligible teachers who relocated to Maryland to teach in a Community School. Gross-ups are not allowable, and the total grant-funded amount may not exceed $2,000 per eligible teacher.
Application Requirements
The application requires the official Proposal Cover Page signed by the Superintendent of Schools or designee, a needs-based assessment identifying current and anticipated eligible hires, and the C-1-25 MSDE budget form. Supporting candidate documentation includes the teacher’s out-of-state professional license and signed LEA contract. Candidate-level personally identifiable information is handled through MSDE’s MOVEit process for reporting.
Applications must be submitted to MSDE program contacts Jeffrey Maher and Gabrielle Slocum by the deadline stated above.
Atlas Analysis
Atlas Opportunity Score: 58/100. This is a legitimate, clearly documented Maryland K-12 funding opportunity with a substantial statewide pool and a long remaining application window. Its practical value is concentrated in LEA teacher-recruitment and relocation activity rather than healthcare, technology, or school-health projects.
N9+ Fit: 0/100. The published FY2027 guide restricts grant funds to eligible teacher relocation reimbursements. It does not provide a legitimate path for N9+ hardware, software, telehealth, clinical services, or other Dr. Miltie products or services to be charged to the grant.
Direct-vendor path: Dr. Miltie, LLC is not an eligible direct applicant and there is no legitimate vendor path under the published use-of-funds rules. Atlas support, if requested by an eligible LEA, should be limited to truthful grant-application assistance and should not introduce N9+ as a grant expense.
Immediate Next Step
Eligible Maryland LEAs should identify qualifying out-of-state licensed teachers hired or expected to begin eligible Community School assignments during the grant period, complete the official cover page, needs-based assessment and C-1-25 budget form, assemble required candidate evidence, and submit the application to MSDE by November 13, 2026 at 5:00 PM ET.
