Iowa’s 2026-2027 Career Academy Incentive Fund is currently open. The Iowa Department of Education awards up to $5 million annually through the program, and Iowa Code 2026 section 257.51 limits each competitive grant to no more than $1,000,000.
Eligibility and Priority
Applications must include at least one Iowa school district and one Iowa community college. Proposals delivered through a regional center receive priority consideration when they meet the Department’s current regional-center definition: at least four career academies and either a combined minimum of 120 students from at least two public school districts or participation by at least four public school districts.
The current scoring rubric gives the highest priority to a new regional center with at least four new career academies, or the addition of at least four new career academies to an existing regional center, with confirmed school-district and community-college participation. Existing regional-center improvements or one to three new academies receive the next priority level. Proposals not delivered through a regional center receive a lower priority level.
Current Deadline and Submission
The current Iowa Department of Education proposal-submission instructions require the Department-provided Career Academy Incentive Fund application, a separate Career Academy Program Application for each career academy offered, and supporting documentation. The current Fall 2026 deadline is November 13, 2026. The controlling public submission instructions do not state a closing clock time or time zone, so Atlas must not infer one. Materials are submitted to the Department contact identified in the current instructions.
Applicant Qualification Controls
Before applicant-specific work, Atlas must verify the school-district/community-college partnership, the applicable rubric priority level, prior CAIF award history, proposed academy structure, student-access and transportation plan, work-based learning, industry-recognized credentials, regional workforce alignment, formal partner commitments, projected five-year enrollment, and a comprehensive multi-year budget with partner contributions and other funding sources. Applicant facts, commitments, enrollment projections, procurement decisions, and budget details must not be invented.
Allowable Infrastructure
The current Department rubric permits approved career-academy infrastructure expenses including purchase or improvement of grounds, construction, qualifying building purchase or lease-purchase, facility rental under Iowa Code chapter 28E, purchase or lease of equipment or technology exceeding $500 per transaction, and qualifying repair, remodel, reconstruction, improvement, or expansion of buildings. Allowability remains proposal-specific and does not preapprove any named product or vendor.
Atlas Operating Control
Atlas Opportunity Score: 91/100. Healthcare and health-science career academies can be legitimate applicant-led pathways when they satisfy the same program, curriculum, partnership, budget, procurement, and sustainability controls as any other CAIF proposal. Ordinary ORIGINAL outreach must not introduce or sell N9+. Any later N9+ consideration must arise from an applicant-defined, defensible educational need and must be consistent with allowable costs, curriculum, procurement rules, project design, and credible need.
No specific school district or community college is treated as a current applicant merely because it has a prior healthcare academy, facility, or CAIF history. Applicant-specific action requires current authoritative evidence and the Iowa lane’s full safe-to-send controls.
