Required next actionPriority applicant remains Local Environmental Agriculture Project (LEAP) / Virginia Fresh Match, but AutoSend is on hold. LEAP's current public FY2025 federal single-audit record flags material noncompliance; this does not establish a VDACS-specific violation, but Atlas must obtain authoritative evidence that the corrective action is resolved and separately confirm there are no outstanding VDACS reporting or compliance issues before clearing VPIP eligibility. Also complete the canonical Zoho Account/Contact/Deal lookup, verify Email_Opt_Out on the selected Contact, and verify actual sent-email history before any outreach. New-applicant outreach cutoff: October 13, 2026 at 5:00 PM Eastern. Do not force an N9+ device path; grant-assistance fit is strong and N9+ direct-vendor fit remains low.
Broad Eligibility
Virginia-based charitable organizations; must benefit SNAP participants, be authorized and in good standing in Virginia, have at least three years of operation, relevant experience, ability to source from Virginia producers, and no outstanding VDACS reporting/compliance issues.
Atlas Analysis
Atlas Opportunity Score 88/100. N9+ Direct Vendor Fit 5/100. Strong applicant-assistance fit for an established statewide SNAP nutrition-incentive network. The program awards up to $1,000,000 to one organization and emphasizes statewide reach, SNAP produce matching, Virginia farmer relationships, measurable outcomes, and a defensible budget. N9+ is not a natural or supportable direct-vendor component.
The Virginia Department of Agriculture and Consumer Services (VDACS) has opened the 2026 Virginia Produce Incentive Program (VPIP) grant to support a charitable organization operating a statewide fresh-produce incentive program for SNAP participants.
Opportunity
The selected organization must make fresh fruits and vegetables more affordable for SNAP/EBT participants by partnering with grocery stores, farmers markets, mobile markets, farm stores, and other outlets that double participants’ produce purchasing power. The program must also work with Virginia farmers and producers and demonstrate large-scale statewide reach.
Funding
Maximum award: $1,000,000. VDACS states that one organization will receive the award. The grant period runs from November 1, 2026 through October 31, 2027.
Deadline
October 15, 2026 at 5:00 PM Eastern. Proposals must be submitted as one PDF, including all proposal materials and letters of support, to the two VDACS contacts identified in the current guidelines.
Eligible applicants
Virginia-based charitable organizations that can clearly demonstrate benefit to SNAP participants, are legally registered and authorized to conduct business in Virginia, are in good standing, have operated for at least three years, have relevant project experience, can source agricultural products from Virginia producers, and have no outstanding reporting or compliance issues tied to prior VDACS awards.
Atlas assessment
This is a strong nutrition-access and food-security grant with a highly specific applicant profile. Organizations already operating statewide SNAP nutrition-incentive networks are the clearest fit. Virginia Fresh Match and its Virginia-based charitable fiscal sponsor, Local Environmental Agriculture Project (LEAP), warrant priority eligibility verification because Virginia Fresh Match already operates a statewide network that doubles SNAP/EBT purchasing power for fruits and vegetables.
N9+ direct-vendor fit: Low. The opportunity is focused on produce incentives, network administration, participating retailers, and Virginia-grown food access rather than medical-device procurement. Atlas should not force an N9+ hardware path into this opportunity.
