Opportunity: Gwinnett County RP024-26, Provision of a Re-Entry Management System on an Annual Contract.
Gwinnett County Sheriff’s Office is procuring a SaaS solution for the Gwinnett Re-Entry Intervention Program (GRIP), which connects justice-involved participants with housing, limited mental-health services, rehabilitation, employment, identification, vocational services, food and clothing resources, veteran resources, and limited transportation. The system must support automated intake, configurable case plans based on participant risk and needs, secure communications and information sharing, reporting and analytics, audit trails, maintenance, and professional services.
Current amendment: Addendum 1 dated September 14, 2026 changes the proposal due date to September 25, 2026 at 2:50 PM and requires the added references sheet. The addendum must be acknowledged on the Service Provider Information page.
Submission: Sealed proposal to Gwinnett County Purchasing, 75 Langley Drive, Lawrenceville, Georgia 30046. The base RFP requires one unbound single-sided original, five copies, and one digital copy on a flash drive. Pricing must be submitted separately using Attachment C. Attachment B Functional Requirements and the pricing workbook are required in the formats specified by the RFP. Required returned forms include Service Provider Information, Contractor Affidavit and Agreement, Code of Ethics Affidavit, and the Addendum 1 references sheet.
Vendor requirements: The prime must propose a mature SaaS/cloud solution and demonstrate relevant experience, implementation capability, security compliance, and references of similar size and scope. The headquarters must be U.S.-based. Applicable professional, crime/fidelity, and cyber liability requirements apply, including $1 million per claim / $2 million aggregate professional liability and $1 million cyber liability limits where sensitive County data is stored or transferred.
Atlas assessment: Strong Justice Health & Reentry and digital case-management relevance because GRIP includes limited mental-health services and coordinated service-provider referrals. N9+ fit is 0/100. Dr. Miltie/QC Healthcare direct-vendor fit is 0/100 because the solicitation requires a mature SaaS re-entry platform, implementation capability, security compliance, and comparable references that are not established for Dr. Miltie/QC Healthcare.
Publication hold: The amended controlling due-time statement says 2:50 PM local time on September 25, 2026. The official County solicitation listing labels the associated 3:00 PM opening as EST, but the addendum does not explicitly name the deadline time zone. Atlas will not publish or initiate outreach until the exact deadline time-zone requirement is authoritatively resolved.
