School facilities must be owned by an eligible school district, ESD, community college district, or community college service district, and eligible school buildings must have capacity for at least 250 people routinely using the facility for student activities.
Eligible activities
Eligible work includes structural and related non-structural seismic improvements needed to bring a building to the applicable life-safety or immediate-occupancy standard, plus final architecture/engineering after award and project-management costs. Maintenance, demolition/rebuild, gravity-system improvements, and non-structural-only projects are not eligible.
Application requirements
Applicants must use Business Oregon’s current 2026-2027 application materials. The guidance requires a preliminary engineering report using the ASCE 41-23 evaluation method, a Business Oregon benefit-cost analysis, cost estimate, required engineering documentation/checklists, building photos, and the SRGP application. The application packet must be received by Business Oregon by the deadline. The guidance requires one original paper copy plus a USB memory stick containing a duplicate digital set; faxed applications are not accepted.
