The Hawaii Department of Health, Child & Adolescent Mental Health Division (CAMHD), is seeking one provider to deliver mental health support services for children and families experiencing homelessness along Oahu’s Waianae Coast, including the Waianae-Nanakuli Complex areas. The State issued RFP No. 460-27-01 on August 24, 2026.
Deadline and procurement schedule
Proposals are due September 29, 2026 at 4:00 PM Hawaii Standard Time (HST). The online orientation was held September 3, 2026 from 9:00 to 10:00 AM HST, and the written-question deadline was September 10, 2026 at 4:00 PM HST. The RFP schedule anticipated a State addendum response on or about September 14; current procurement mirrors now report two addenda, but Atlas has not yet retrieved the controlling addendum files from Hawaii HANDS.

Program scope
CAMHD intends to award one contract for a project that enhances and complements existing services for homeless children and their families. Services include mental health support, outreach, immediate-needs assistance, coordination, linkages to medical, dental, health and support services, crisis support, and trauma-informed care. The initial contract term is December 1, 2026 through November 30, 2027, with annual renewal options for up to five additional years, subject to funding and State approvals.
Applicant and submission requirements
Applicants must demonstrate the skills, staffing, experience, quality-assurance capacity, community coordination and administrative infrastructure required to provide timely and effective services in the Waianae Coast service area. Hawaii procurement compliance requirements apply. The proposal requires a detailed service approach, staffing and organizational materials, financial information and State budget forms. The RFP provides for budgeted-cost reimbursement up to the State’s contractual maximum obligation; the public RFP does not state a fixed award ceiling, so Atlas does not infer one.
Telehealth and technology relevance
The RFP expressly permits telehealth when in-person delivery is impractical and requires a HIPAA-compliant two-way real-time audio-video platform, a Business Associate Agreement with the platform provider, staff training and support, and telehealth equipment capable of reliable audio and video transmission. A provider may supply technical equipment or communications services in clients’ homes. The required budget package also includes forms for subcontractors and equipment purchases.
