The Minnesota Department of Employment and Economic Development (DEED) is accepting applications on a rolling basis for the Minnesota Forward Fund for Institutions of Higher Learning. The program supports accredited public and private Minnesota higher education institutions that partner with a business participating in the Minnesota Forward Fund CHIPS Act Program to build semiconductor workforce training pipelines, expand industrial research and development capacity, or construct and equip facilities serving semiconductor industry purposes.
Eligible institutions may request up to $5,000,000. A grant may not exceed 50% of total project funding, and applicants must provide at least a 1:1 non-state match through cash or in-kind contributions from the institution, the supporting business, or a combination. Minnesota State institutions must also provide the required system-office support or acknowledgement. Applicants need a Minnesota SWIFT vendor number, supporting-business commitment documentation, and the official application materials; awards of $200,000 or more are subject to applicable Minnesota prevailing-wage requirements.
Applications are accepted year-round while program funding remains available. DEED encourages a pre-application consultation with program staff.
