Eligible Applicants

Eligible applicant classes include nonprofit 501(c)(3) arts organizations, municipal or county government agencies including county school boards, qualifying West Virginia nonprofit tax-exempt corporations, and, as a secondary priority, qualifying nonprofit history organizations that meet the program’s museum and public-access conditions. Private individuals, groups, for-profit organizations, public and private higher-education institutions, and certain projects that have received more than $3 million from state agencies within the prior five years are not eligible.

Eligible Project Scope

Qualified activities include emergency renovation, construction, or acquisition of real property; alterations needed to comply with Section 504 and the Americans with Disabilities Act; eligible durable equipment such as sound and lighting systems; certain furnishings that contribute to the artistic or museum experience; and eligible capital purchases that enhance earned income. The program is specifically intended for accessibility needs and urgent conditions where damage to facilities, collections, or sudden equipment failure may create public-safety or preservation risks.

Ineligible activities include operating costs, bad debts, endowment campaigns, office computers and office furniture, projects at colleges or universities, projects outside West Virginia, and projects restricted to private or exclusive participation.

Application Requirements

The current sample application identifies required components including the Applicant Profile, Project Profile, organization and project narrative, organizational operating budget, project budget, budget narrative, project team, accessibility inventory, and certification statements.
