Qualifications and evaluation: Evaluation weights are understanding the scope 20%, project plan 20%, staffing qualifications 35%, and cost 25%. Staffing qualifications include relevant experience producing white paper reports, organizational qualifications and past performance tailoring research for decision makers, funders, and healthcare providers, plus references or examples of similar completed work.
Federal and compliance terms: The procurement is funded in whole or in part with federal financial assistance and incorporates applicable Uniform Guidance and federal contract clauses. The RFQ includes debarment and suspension requirements, SAM.gov and HHS OIG LEIE checks, confidentiality and data security obligations, HIPAA requirements when applicable, flow down clauses for subcontractors, and other federal conditions. Subcontractors are permitted when their services and costs are described in the proposal.
