Opportunity Overview
Southern Minnesota Initiative Foundation (SMIF) is accepting applications for the 2026 Taylor Rural Childcare Grant. The program supports capital projects that expand or improve childcare capacity for children birth to age five in qualifying communities across southern Minnesota.
Funding
SMIF expects to award approximately $175,000 across the program, with individual requests up to $30,000. Projects must be completed within one year. The reviewed guidelines do not state a mandatory applicant match or cost-share requirement.
Eligible Applicants and Geography
Eligible applicants include independent 501(c)(3) organizations, public institutions, and units or agencies of local, state, federal, or Tribal government with experience operating, planning, financing, or advancing childcare in the SMIF region. Projects must be in SMIF’s 20-county region or the Prairie Island Indian Community and in communities with populations under 30,000. Applicants must be in good standing with licensing and regulatory requirements or document a pathway to compliance for an expansion project, and must demonstrate site control for the facility receiving improvements.
Eligible and Ineligible Uses
Eligible capital uses include renovation, repair, or expansion of licensed childcare space; health, safety, licensing, ventilation, accessibility, and security improvements; fixed equipment and furnishings required for expanded capacity; architectural or engineering plans; permits; project management directly tied to the capital project; and minor site work needed for expanded licensed capacity.
Individuals, businesses, other for-profit organizations, non-501(c)(3) nonprofits, general operating expenses including salaries and personnel, capital campaigns, endowments, regranting or loan pools, and emergency-services equipment are excluded.
Required Materials and Submission
Required materials include the completed application, an IRS 501(c)(3) determination letter when applicable, the Project Budget Worksheet, and two letters of support. Applications are submitted through SMIF’s GoApply online system.
Deadline
Applications are due October 6, 2026. SMIF states that staff are available for questions until 4:30 p.m. on October 6, but the reviewed guidelines do not expressly identify 4:30 p.m. as the submission cutoff and do not publish a deadline time zone. Atlas therefore does not infer an exact cutoff time.
Atlas Analysis
Atlas Opportunity Score: 86/100. The program is a strong rural early-childhood infrastructure opportunity for eligible southern Minnesota nonprofits, public institutions, schools, and government entities. N9+ Fit Score: 0/100. QC Healthcare Fit: 0/100. Although health and safety upgrades are eligible, the program is focused on childcare facility capital improvements and fixed furnishings, not clinical care delivery or remote physical examination. Dr. Miltie, LLC is not an eligible direct applicant because for-profit organizations are expressly excluded.
