Required next actionConfirm the district satisfies at least one NYSED eligibility test using the specified 2020-2024 FRPL, ELL and graduation-rate data. Assemble the required Partnership Agreement signed by the superintendent and at least one qualifying municipal, business/community-based organization or postsecondary partner, document the required 25% match, complete the application and FS-10 budget, submit electronically by September 15, 2026 at 5:00 PM ET, and mail the required FS-10 copies postmarked by September 15. Broad Eligibility
Eligible applicants are New York State public school districts that meet one of NYSED's four published combinations of Free and Reduced-Price Lunch, English Language Learner and four-year August graduation-rate criteria using 2020-2024 data. In New York City, applications are submitted by Community School Districts, High School Districts or District 75. Up to four eligible districts may also apply as a consortium with a BOCES serving as fiscal agent. Public charter schools, non-public schools and home-school groups or associations are not eligible. A signed Partnership Agreement is mandatory, and a minimum 25% match of the approved grant is required.
