Opportunity Overview
The Utah Department of Health and Human Services is accepting applications under DHHS91266, Residential Small Group Home. The contract supports DHHS youth from birth through age 20 with severe behavioral or emotional needs or disabilities in intensive residential small group settings. Behavioral and emotional needs services are intended as short term stabilization and step down care. Disability needs services continue until eligible youth can transition to Division of Services for People with Disabilities services.
Application Period and Submission
The controlling Invitation for Applications states that the solicitation will remain open for ten years and that DHHS will evaluate applications as they are received. The current IFA does not state a specific calendar termination date or closing clock time, so Atlas does not infer one. Applications must be submitted by email only to elizbailey@utah.gov with the subject line “IFA DHHS91266” plus the provider’s business name. Applications submitted by another method will not be considered, and applicants are expressly instructed not to submit applications through U3P.
Required Application Materials
Applicants must submit the current Data Sheet, an IRS Form W 9 in the legal name of the applicant signed and dated within six months of submission, Conflict of Interest Disclosure Statement, Service Application, Proof of Qualifications with supporting documentation, and Technical Criteria with supporting documentation. Questions and addenda are handled through U3P, and applicants are responsible for reviewing current answers and amendments before applying.
Key Qualification Requirements
Providers must satisfy the qualifications for each requested service. For residential support, the current Scope of Work requires a current DHHS Clinical Evaluation and Treatment, Wrap Non Clinical Support Services, and Forensic Evaluations contract for psychotherapy and psychosocial rehabilitative services, or an eligible subcontractor holding that contract. The provider must employ a manager or clinician with at least five years of child welfare experience. Behavioral service code DBX requires a Licensed Residential Support Home. Disability service code DDX requires a Certified or Licensed Residential Support Home and a current DSPD contract under solicitation 91172 that includes Residential Habilitation Supports. Clinical oversight must be provided by appropriately licensed mental health professionals or board certified behavior analysts as applicable.
Rates
DHHS sets the rates and vendors should not submit pricing. The rate table effective January 1, 2026 lists $280 per day for Residential Behavioral Small Group Home service code DBX and Residential Disability Small Group Home service code DDX, and $270 per day for the corresponding absence service codes ABX and ADX. Mileage above the stated threshold is reimbursed at the applicable DHHS standard mileage rate. The rate table does not establish a universal contract ceiling or guaranteed utilization, and the IFA expressly states that a contract award does not guarantee service use.
