The South Dakota Department of Labor and Regulation is accepting applications for South Dakota Workforce Pell Program Approval 2026, the state review pathway for qualifying short term workforce programs seeking eligibility for federal Workforce Pell Grant aid.
The current state application window is September 1 through October 31, 2026, with a state determination date of December 31, 2026. The controlling South Dakota policy does not publish an exact October 31 closing clock time or time zone, so applicants should not assume an end of day cutoff.
Eligible applicants are accredited Title IV institutions with qualifying programs that have satisfied applicable federal requirements for at least 12 months. Programs generally must run 8 to 14 weeks and include 150 to 599 clock hours, 4 to 15 semester or trimester credit hours, or 6 to 23 quarter hours. They must meet at least 70 percent completion and 70 percent job placement thresholds, align with a South Dakota high skill, high wage, in demand occupation, a Governor designated strategic occupation, or qualifying Registered Apprenticeship related instruction, and lead to a recognized postsecondary credential that is portable and stackable or otherwise meets the occupation specific credential rule.
The state process requires the Workforce Pell application through Adobe Sign, the Eligible Training Provider List application in SDWORKS, and supporting documentation uploaded through SDWORKS. Standard applications also require at least three completed employer validation forms from South Dakota employers or an industry association, a competency review, an articulation to credit form, and supporting articulation documentation.
This is not a fixed institutional grant award. State approval is a prerequisite to federal review by the U.S. Department of Education; after final federal approval, eligible students may use federal Workforce Pell Grant aid in the approved short term program. The South Dakota materials reviewed do not publish a provider level award ceiling or mandatory institutional match or cost share.
Atlas assessment: Atlas Opportunity Score 88/100. N9+ Fit Score 5/100 conditional. QC Healthcare Fit 10/100 conditional. Direct Dr. Miltie applicant fit 0/100. The opportunity is highly relevant to statewide education and workforce development, including healthcare training pathways, but it is student financial aid enabled by institutional program approval rather than a device or vendor grant. Any Dr. Miltie, QC Healthcare, or Nonagon role would need to be institution led, program specific, independently allowable, and supported by the controlling rules.
