Opportunity Overview
Morrison County Health and Human Services is accepting proposals for the Morrison County Opioid Remediation Project 2026. The RFP seeks qualified organizations to implement opioid-response strategies addressing prevention, treatment, recovery and harm reduction for Morrison County residents, with emphasis on communities disproportionately affected by the opioid crisis.
Deadline and Eligibility
Applications are accepted from August 24 through the end of the day on September 30, 2026. The controlling county RFP does not publish a clock time or time zone, so applicants should confirm the precise portal cutoff with Morrison County rather than infer one. Eligible applicants are public and private organizations serving Morrison County residents; applicants providing services within Morrison County receive additional consideration.
Funding and Allowable Strategies
The current RFP does not publish a total amount available for this funding round or a universal applicant maximum. Morrison County states that it expects to receive more than $2.5 million over 18 years from opioid settlements, but that long-term county allocation is not the ceiling for this RFP. Projects may be funded for up to two years, with extensions considered if necessary.
Funded projects must use opioid-remediation strategies. The controlling Exhibit A expressly includes evidence-based or evidence-informed OUD treatment, Medication for Opioid Use Disorder, treatment and recovery supports, prevention, harm reduction, connections to care, provider and community training, research and evaluation, and telehealth to increase access to OUD and co-occurring substance-use or mental-health treatment and recovery support. The RFP does not state a mandatory match or cost-share requirement. It also does not publish a separate exhaustive ineligible-cost list; applicants must keep costs tied to permitted opioid-abatement strategies and the approved work plan and budget.
Application Requirements
Submission is through Morrison County’s online application form. A complete submission includes the online application, Workplan (Appendix B), Budget and Budget Narrative (Appendix C), and letters of support when relevant. The application asks for organizational history and experience with opioid/substance-use prevention, treatment, recovery or harm reduction; community served; project design; target population; implementation and evaluation; staffing and subcontractor roles; sustainability; and budget. Applications are scored out of 100 points: organization information 10, project information 30, work plan/evaluation 50, and budget/budget narrative 10. Final awards are approved by the Morrison County Board of Commissioners. Subcontractors may be used if their responsibilities are described; the public RFP does not state additional vendor-registration or procurement requirements.
Atlas Analysis
Atlas Opportunity Score: 90/100. This is a legitimate behavioral-health and public-health funding pathway for Minnesota organizations serving Morrison County. N9+ Fit Score: 50/100 conditional. The settlement-use exhibit expressly permits expansion of telehealth for OUD and co-occurring SUD/mental-health treatment, so a Nonagon N9+ remote physical examination platform could be considered only when a qualified applicant can show that guided examinations, vitals or telehealth-enabled clinical encounters are genuinely necessary to an approved opioid-treatment or connection-to-care model. Device-specific allowability should not be assumed. QC Healthcare Fit is 25/100 conditional. Dr. Miltie direct-applicant fit is 0/100 on current evidence because Dr. Miltie has not been established as an organization currently serving Morrison County residents or as having the applicant-controlled opioid-response experience and local delivery plan required for a credible proposal.
The county lists a 2026 FAQ among the supporting materials, but the FAQ document currently redirects through the automated retrieval route. The RFP, online application and opioid-remediation use exhibit are controlling for the verified details above; applicants should also review the live FAQ and any later county amendments before submission.
