The California Governor’s Office of Land Use and Climate Innovation (LCI), through the Integrated Climate Adaptation and Resiliency Program (ICARP), is accepting Round 2 full applications for the Extreme Heat and Community Resilience Program. LCI anticipates $27.5 million in competitive funding: $7.5 million for Early Infrastructure Projects with awards of $750,000 to $1.2 million, and $20 million for Advanced Infrastructure Projects with awards of $3 million to $4.5 million.
Important applicant gate: the general pre-application period has already closed. The Round 2 Full Application is available only to applicants that completed a required Pre-Application Interest Form during one of the two submission windows. Qualified pre-application respondents must submit the Full Application through Submittable by October 13, 2026 at 2:00 PM PST, exactly as published by LCI.
Eligible Lead Applicants include local and regional public entities, California Native American Tribes, qualifying community-based organizations, public higher academic institutions, and eligible coalitions, with applicant-team requirements that vary by Lead Applicant type. Projects must primarily protect people from extreme heat through Early or Advanced infrastructure. Eligible costs include project-specific personnel and subcontractor costs, engineering and design, direct construction costs including labor, subcontracts, equipment and supplies, and reasonable project supplies/software. Procurement, RFP, subcontracting and purchasing activities are expressly contemplated. No match is required. State prevailing-wage requirements apply unless an applicable statutory exception is determined.
