California Small and Rural Hospital Relief Program (SRHRP)
The California Department of Health Care Access and Information (HCAI) administers the Small and Rural Hospital Relief Program to support seismic-safety compliance at qualified California small, rural, and Critical Access hospitals. California Grants Portal ID: 2187.
Current funding and deadline
HCAI currently reports $46 million available, with nine applications totaling $6 million under review and 29 grants totaling $17.2 million already awarded. Applications are accepted continuously and ranked for quarterly awards based on eligibility, project readiness, community need, financial status, and available funding. HCAI publishes no fixed application deadline, submission time, or time zone.
The current program materials do not state a mandatory non-Federal match or cost-share percentage. HCAI does, however, give priority to applicants that demonstrate the ability to complete their seismic project using the SRHRP grant together with other available working capital, loans, funds, or grants when needed.
Eligible applicants
Eligible hospitals include California small hospitals with fewer than 50 licensed general acute care beds, hospitals with qualifying rural or frontier designations, and Critical Access Hospitals. HCAI’s current page also provides an official facility eligibility table. Applicants must have an accepted seismic compliance plan on file with HCAI/OSHPD before applying for funding and should use the SRHRP Eligibility Tool to confirm eligibility.
Eligible costs and project readiness
Grant funds may support initial seismic evaluations and pre-design work, architectural and engineering design, materials testing, construction, general and special contractor services, inspectors, project management, and other seismic-compliance delivery functions. Construction-phase applicants must have a building permit before grant eligibility. Budgets and supporting project documentation are required.
Grant payments require a fully executed agreement and supporting award-requisition documentation such as invoices and proof of payment. Costs incurred before the grant agreement’s effective date are generally unallowable unless HCAI approves them.
