Washington Snohomish County 2026 Family Caregiver Support Program RFP
Snohomish County Department of Human Services, Long-Term Care & Aging is soliciting at least two qualified service providers to deliver the Family Caregiver Support Program (FCSP) countywide. The County estimates $664,655 total annual funding across all contracts for the initial July 1, 2027 through June 30, 2028 contract year, subject to appropriation and with no guarantee of funding.
Mandatory first gate and final deadline
Organizations intending to propose must submit a mandatory Letter of Intent by September 22, 2026 at 4:00 p.m., local time to SHS-SpecialProjects@co.snohomish.wa.us. Missing that gate forfeits the right to propose. The full proposal is due October 20, 2026 at 4:00 p.m., local time and is accepted only by email to the same address. The RFP does not translate “local time” into a named time-zone abbreviation, so Atlas preserves the County’s wording rather than guessing.
Scope
FCSP supports unpaid caregivers through information and access assistance, TCARE screening and assessment, care planning, support groups, training and education, counseling, respite, supplemental services, and health and wellness referrals. The successful providers must offer services to eligible people throughout Snohomish County and prioritize populations in greatest economic and social need, including rural older adults, low-income minority older adults, people with severe disabilities, people with limited English proficiency, and people with Alzheimer’s disease or related disorders and their caregivers.
Eligibility and qualifications
The current proposal face sheet accommodates private nonprofit, private for-profit, and other legal-status applicants. All candidates must be eligible to receive County, state, and federal funds and are screened for debarment. The selected provider must have at least one certified TCARE Assessor by contract start and maintain appropriately qualified assessment staff. The RFP lists degree-and-experience pathways for TCARE assessment staff and allows a vendor to request a County waiver when those minimum education and experience standards are not in place.
Applicants must maintain applicable licensing/accrediting requirements and Washington Secretary of State registration. The checklist requires organization-specific corporate, registration, EIN/UBI, financial audit, and collaboration documentation depending on legal status. Successful bidders also must execute the County Basic Terms and Conditions and Business Associate Agreement and provide required insurance.
Match and budget
A 25% match applies. The RFP states that Older Americans Act Title IIIE Family Caregiver funds require a twenty-five percent match of service cost. It also states that the State of Washington portion of available dollars is an allowable match source and will be allocated in the contract budget. Applicant-specific pursuits must verify how the organization will meet the required match, including the State of Washington match allocation described by the County.
The anticipated contract is cost reimbursement. Requested-fund budget categories include salaries/wages, benefits, supplies/minor equipment, professional services, mileage/fares, leases/rentals, insurance, utilities, client flex funds, registration/tuition, machinery/equipment, administration, indirect and other listed categories, but allowability remains subject to the negotiated budget, statement of work, federal/state rules and County approval.
Submission requirements and schedule
Final proposals must be a single PDF in 12-point Arial and include the signed Proposal Face Sheet, Technical Section, Management Section and Budget Section. A candidate conference is scheduled for September 24, 2026 from 9:00 to 10:00 a.m. local time. Written questions are due September 28 by 4:00 p.m. local time; County responses are scheduled by end of day October 2. Addenda, if any, are controlled by the County’s RFP page and packet.
Atlas assessment
Atlas Opportunity Score: 86/100. The opportunity is strongly aligned with aging, disability, caregiver support, care coordination and health-related social needs, with clear funding and a well-defined service model, but the mandatory match and specialized TCARE delivery requirements reduce general applicant flexibility.
N9+ Fit: 5/100. The verified scope is caregiver assessment and supportive services, not remote examination technology. QC Healthcare Fit: 20/100 conditional. Clinical or care-coordination expertise may complement a qualified FCSP provider, but QC is not established as a prime applicant fit. Dr. Miltie direct-applicant fit: 0/100. No direct application should be advanced without documented countywide FCSP delivery capacity, TCARE staffing and an approved match structure.
