Required next actionMonitor SAM.gov for RPP amendments and Government Q&A after September 17, 2026. Do not pursue Dr. Miltie direct response or vendor outreach unless all anesthesia-workstation, FDA/TAA, past-performance, manufacturing, SAM and OTA requirements are legitimately verified.

Broad Eligibility

SAM.gov-registered vendors capable of proposing a COTS or NDI anesthesia workstation meeting the RPP's FDA, TAA, technical, data-rights, supportability, past-performance and production-capacity requirements. OTA participation conditions apply; cost share is not required by the RPP.

Atlas Analysis

Maryland-based federal military healthcare equipment prototype opportunity at Fort Detrick. N9+ Fit 0/100. QC Healthcare / Dr. Miltie Fit 5/100. Direct Dr. Miltie response is not legitimately supportable from available records.

The U.S. Army Contracting Command, on behalf of Portfolio Acquisition Executive Maneuver Ground and Project Manager Maneuver Medical Systems (PM M2S) at Fort Detrick in Frederick, Maryland, is seeking prototype proposals for a modernized Anesthesia Workstation System (AWS). This is a federal healthcare-equipment opportunity performed in Maryland and is issued as a Direct Other Transaction prototype effort under 10 U.S.C. § 4022, not as a FAR-based procurement contract.

Opportunity details

Solicitation: W91CRB-26-AWSP
Official notice: SAM.gov opportunity 25afc09116754c249c0ed97cbd5fe418
Posted: September 8, 2026
Questions due: September 17, 2026 at 3:00 PM Eastern, with the RPP labeling the time as Eastern Standard Time
Proposal deadline: October 8, 2026 at 4:00 PM Eastern Time
Deadline discrepancy: The initial SAM.gov description text references October 1, but the current SAM.gov structured response date and the attached RPP solicitation overview both state October 8. Atlas therefore uses October 8 at 4:00 PM Eastern as the current control and will monitor any formal amendment.
Place of performance: Fort Detrick / Frederick, Maryland 21702
Funding/value: No authoritative dollar ceiling is disclosed. Funding is identified as FY26 Defense Health Program RDT&E two-year funds and remains subject to availability and appropriation.
Award: The Government intends one prototype OT award for two AWS units, while reserving the right to make more than one or no award. Successful prototype completion may support a follow-on production award for approximately 180 units without further competitive procedures.

Eligibility, registration and vendor requirements

Vendors must be registered in SAM.gov at proposal submission. The RPP uses NAICS 334510 and states a 1,000-employee small-business size standard. The Government encourages capable small businesses and nontraditional defense contractors, but the opportunity is not identified as a set-aside. To the maximum extent practicable, at least one party to the prototype OTA should be a nontraditional defense contractor or nonprofit research institution. If no party qualifies, the Government may proceed where at least one-third of total cost is provided from non-Federal sources. Cost share itself is not required under this RPP; voluntary cost share may be viewed positively. Atlas will not use a one-third non-Federal cost-share pathway for Dr. Miltie without Marc’s approval.

Proposed systems must be FDA-cleared or appropriately registered for human use, Trade Agreements Act compliant, and supported by a completed TAA Certificate identifying country of origin for major components. The technical approach must address the Army’s critical specifications for a COTS or NDI anesthesia workstation, including anesthesia vaporizers, mechanical and manual ventilation, monitoring, oxygen-system interoperability, ruggedized/austere use, cybersecurity, maintenance, warranty and data-rights requirements.

Proposal package

The response consists of four separate PDF volumes: a one-page Executive Summary; a seven-page Technical Approach; a five-page Management, Past Performance and Schedule volume; and a three-page Cost / Business Proposal. The technical volume must include the system model/configuration, compliance matrix, FDA regulatory status, technical data, oxygen-interoperability approach, data-rights strategy, deliverables and risk approach. The management volume requires relevant anesthesia-workstation experience, key personnel, at least two relevant contracts or commercial sales of anesthesia workstation systems, and demonstrated capacity to support an approximately 180-unit follow-on production run. The cost volume must itemize the two prototype units, training, warranty, packaging/shipping, documentation, case/modifications if applicable, software/diagnostics and basis of estimate.

Proposals are submitted by DoD SAFE or secure email to Timothy Compton, Agreements Officer, with Roxanne A. Dalrymple copied. All volumes must be separate PDFs using the RPP naming convention. Government questions and answers will be issued as an RPP amendment; verbal communications are not binding. As of the September 11, 2026 verification, the SAM.gov source record shows zero modifications.

Atlas fit analysis

Atlas Opportunity Score: 70/100. This is a substantial Maryland-based military healthcare equipment opportunity with a defined prototype path and potential 180-unit follow-on, but the respondent requirements are highly specialized.

N9+ Fit Score: 0/100. The Nonagon N9+ remote physical examination platform is not an anesthesia workstation and should not be positioned as meeting this requirement.

QC Healthcare / Dr. Miltie Fit: 5/100. Dr. Miltie is not cleared as a direct respondent. Available records do not establish a qualifying COTS/NDI anesthesia workstation, FDA/TAA compliance for such a system, the required anesthesia-workstation past performance, production capacity for a 180-unit follow-on, or the technical/data-rights/supportability package. No applicant-controlled qualification will be fabricated.

Atlas action

Monitor SAM.gov for formal amendments and the Government Q&A after the September 17 question deadline. No external vendor outreach should occur unless a Maryland organization is separately verified against the RPP’s exact anesthesia-workstation, FDA/TAA, past-performance, manufacturing, SAM and OTA requirements. The authoritative SAM.gov notice and attached RPP control over this summary.
