Opportunity Overview
The Utah Department of Health and Human Services is maintaining DHHS90741 Personal Emergency Response Systems and Medication Dispensary Devices as an open-ended Request for Statements of Qualifications to establish an Approved Vendor List for statewide installation and monitoring of Personal Emergency Response Systems (PERS) and automatic Medication Dispensary Devices (MDD).
Submission, Awards and Timing
Responses are submitted by email to kwilling@utah.gov with the vendor name and DHHS90741 in the subject line. DHHS expressly instructs vendors not to upload responses into U3P. The RFSQ is open-ended: vendors may respond before the close date and time posted in U3P, responses are evaluated continuously, multiple contract awards are anticipated, and DHHS may close the solicitation on 30 days’ notice. The public DHHS page does not state a conventional current closing date or time, so Atlas does not infer one.
Contracts are anticipated to be perpetual, subject to termination provisions. Award does not guarantee work. Vendor use may depend on client choice and service need. Approved vendors generally remain on the AVL for 18 months before qualifications must be renewed or otherwise refreshed under an allowed Utah Procurement Code method. DHHS may use secondary bids, RFPs, small purchases, or established-price awards among AVL vendors.
Required Response Package
The current application instructions require the DHHS Data Sheet; W-9 signed within six months; Conflict of Interest Disclosure Statement; Service Selection Form; Business Associate Agreement; Medicaid Enrollment Documentation; a copy of the vendor’s FCC Grant of Equipment Authorization or a statement explaining why one is not required; and active Utah business-entity registration in good standing. DHHS states that it will confirm the Utah registration rather than requiring the vendor to submit a copy.
Core Vendor Qualifications
The scope requires a contractor to be approved as a Utah Medicaid provider for the Community Support Waiver, Acquired Brain Injury Waiver, and Physical Disabilities Waiver; maintain active Utah business registration; maintain the applicable FCC equipment authorization or justified exemption; and maintain an active DSPD USTEPS Provider Interface (UPI) account. Emergency Response Center staff must be trained for emergency-service protocols involving people in Home and Community Based Services waiver programs, and contractors must comply with DSPD training, HIPAA, UPI access-control, and service-authorization requirements.
Service Requirements
Contractors must sell or lease qualifying PERS or MDD equipment and monitoring services, provide trained customer support, install and train users and caregivers, maintain emergency contacts, test devices monthly, and repair, replace, or provide loaner equipment within 48 hours after notice of a malfunction. PERS must provide two-way emergency communication, with Emergency Response Center staff responding within 30 seconds after activation. Mobile PERS must preserve client privacy, provide at least 24-hour battery life, and support two-way communication. MDD systems must provide timed medication reminders, store and automatically dispense prescribed doses, detect missed medication access, notify the monitoring center, and trigger prompt follow-up; contractors do not fill the medication dispenser.
Established Rates
Vendors do not submit pricing. DHHS establishes reimbursement rates. The current linked rate table includes: installation of PERS, MDD, or both at $35.06 one time; PERS Home Based purchase at $200; MDD purchase at $310; replacement Home Based button/pendant at $30.05; replacement Mobile Home and Away PERS at $150; leased-equipment PERS monitoring from $27 to $38 per month depending on configuration; leased MDD monitoring at $42 per month; purchased-equipment MDD monitoring at $21 per month; purchased-equipment PERS monitoring at $15 per month; and $5 per month for each additional person monitored through the same Home Based transmission system.
Funding and Cost Share
This is an established-rate healthcare services and device procurement, not a grant. No total funding pool, universal contract ceiling, guaranteed utilization level, or mandatory non-Federal match/cost-share requirement is stated in the reviewed controlling materials.
N9+ / Dr. Miltie Strategic Analysis
Atlas Opportunity Score: 78/100. DHHS90741 is a meaningful statewide HCBS procurement for companies already qualified to provide PERS and automatic medication-dispensary equipment plus continuous monitoring and Medicaid/DSPD infrastructure.
N9+ Fit Score: 0/100. QC Healthcare Fit: 0/100. The verified scope is specifically PERS and automatic medication dispensers with dedicated emergency-response/medication-monitoring requirements. The Nonagon N9+ remote physical examination platform is neither product category and does not satisfy the required monitoring-center, Medicaid-waiver, UPI, FCC, or device-service qualifications. Dr. Miltie direct pursuit remains No Bid unless DHHS materially changes the scope.
Next Action
Qualified PERS or MDD vendors should review the live DHHS90741 application instructions, current Scope of Work and Rate Table, Client Service Terms, amendments, Q&A, and the U3P close-date/addenda record immediately before responding. Atlas will continue monitoring for amendments, rate changes, closure/reopening notices, or material scope changes.
