Rolling New Hampshire Rural Health Technical Assistance Procurement
The Foundation for Healthy Communities (FHC) is accepting qualifications on a rolling basis for its Transformation Technical Assistance Center (T-TAC), a GO-NORTH Rural Health Transformation procurement. T-TAC is not a grant program or funding track. FHC is building a roster of qualified specialists who may receive task-order consulting assignments supporting GO-NORTH subrecipients, FHC or GO-NORTH.
FHC is authorized to invest up to $4,000,000 in T-TAC during Budget Period 1, from contract execution through September 30, 2027. Selection to the roster does not guarantee a minimum volume of work or minimum contract value. FHC may make multiple specialist awards and may conduct supplemental solicitations during the grant period.
Who Can Apply
The RFQ states that eligible applicants are New Hampshire-based nonprofit, for-profit or community-based organizations. Nonprofits must be in good standing with the New Hampshire Secretary of State. The original priority-consideration deadline was August 31, 2026 at 5:00 PM ET, but the controlling FHC program page now lists T-TAC as open and the RFQ states that qualifications will be accepted on a rolling basis.
Eight Core Areas
Applicants may seek qualification in one or more independently evaluated areas: population health/chronic disease/care coordination; primary-care team-based integration; EMS system planning, Mobile Integrated Health and REACT implementation; oral-health and school-based-health technical assistance; Health IT selection, implementation and interoperability; cybersecurity; value-based payment/ACO/revenue-cycle optimization; and rural-hospital financial sustainability/value-based-payment readiness.
Health IT work can include EHR optimization, telehealth platform selection and clinical workflow design, HL7/FHIR/API interoperability, population-health tools, clinical AI and digital patient engagement. The RFQ also identifies school-based health centers, FQHCs, RHCs, rural hospitals, behavioral-health providers, EMS agencies, home health, hospice and other rural-serving providers among the organizations T-TAC may support.
Qualifications and Submission Requirements
Threshold review requires a complete proposal, clear Core Area declaration, at least five years of direct consulting or technical-assistance experience in each proposed area, demonstrated rural/safety-net experience, at least three professional references, a rate schedule, familiarity with 2 CFR Part 200, and experience with at least one provider type listed in the RFQ. Proposals require a cover page, qualifications and relevant experience, proposed approach, staffing plan, work samples and rate schedule.
Benchmark rates are $175-$225/hour for senior consultants/subject-matter experts, $125-$175/hour for mid-level consultants/analysts and $75-$110/hour for TA coordination/program support. The RFQ contains an internal indirect-cost inconsistency: the rate-schedule instructions reference an indirect/overhead rate up to 10%, while the contract terms state that indirect costs are not allowed. Applicants should obtain written clarification from FHC before budgeting indirect costs.
Proposals are submitted to GO-NORTH-FHC@healthynh.org. The main proposal must be a single PDF; the rate schedule may be a separate PDF or Excel file, and work samples may be separate attachments.
Vendor-Neutrality Rules
All costs are subject to 2 CFR Part 200 allowability, reasonableness and allocability. Subcontractors require prior written approval and must meet the same qualification standards as the prime. Technical assistance must be vendor-neutral. Consultants may not recommend or facilitate procurement of a commercial product in which they have a financial interest unless FHC has approved a conflict-management plan in writing, and compensation cannot be contingent on a subrecipient procurement decision.

The procurement is strategically important because it is open on a rolling basis, has an authorized BP1 pool of up to $4 million, and directly covers rural health transformation, telehealth, interoperability, primary care, EMS/MIH, behavioral health, school-based oral health and financial sustainability.
N9+ Fit Score: 10/100. T-TAC is a vendor-neutral technical-assistance procurement, not a technology-purchase solicitation. Although telehealth and Health IT consulting are explicit Core Area activities, the conflict-of-interest and tied-arrangement rules make product-led positioning inappropriate. N9+ should not be forced into this RFQ.
Dr. Miltie direct-vendor determination: No Bid on current evidence. The RFQ requires a New Hampshire-based applicant, and Dr. Miltie, LLC is not being treated as meeting that geographic eligibility requirement. Any future role would require a compliant structure independently permitted by FHC and must preserve vendor neutrality.
