Opportunity Overview
The Vermont 2026 Annual Quality and Capacity Incentive Payment is administered by the Department for Children and Families, Child Development Division. The program provides flexible payments to eligible Vermont child care, preschool and afterschool programs to strengthen quality, expand access and promote inclusion, with particular emphasis on infants and toddlers, families needing full-time or extended-hours care, and children with specialized needs.
Deadline
Applications are open August 14 through September 14, 2026 at midnight. The controlling DCF FAQ does not publish a time zone, so Atlas does not infer one.
Eligibility
Applicants must have an active Vermont registered or licensed family child care home, center-based child care and preschool program, or afterschool child care program license; be open and serving children when applying; intend to remain open and serve children through at least June 2027; and currently accept or be able to accept Child Care Financial Assistance Program payments and charge tuition to families, or be a Head Start recipient. School-based program directors may need approval from their administration before applying.
Payment Formula
This is formula-based funding rather than a capped competitive award. Each eligible program receives a one-time per-child base payment based on current enrollment and license type: $100 per child for registered or licensed family child care homes; $80 per child for licensed center-based programs with 1-59 capacity; $75 per child for licensed center-based programs with 60+ capacity; and $55 per child for afterschool programs. Additional percentage bonuses apply for factors including specialized child care status, STARS participation, infant/toddler enrollment, extended weekly hours and year-round operation.
Use of Funds and Reporting
Programs have flexibility to use payments to support quality, access and inclusion. Recipients must complete a brief survey describing use and impact and may be selected for interviews or site visits. A program that closes or otherwise becomes ineligible must notify CDD and return unspent funds.
Match and Submission
The current program page and FAQ do not state a mandatory non-Federal match or cost-share requirement. Applications are submitted through the State’s online application form, and DCF expects to begin payments in late September 2026.
N9+ and QC Healthcare Analysis
Atlas Opportunity Score: 70/100. This is accessible, flexible Vermont early-childhood and afterschool funding with clear statewide eligibility and a short remaining application window.
N9+ Fit: 12/100, conditional. The program’s flexible quality, access and inclusion purpose can encompass a range of program needs, including support for children with specialized needs, but DCF does not specifically identify telehealth, remote physical examination technology or clinical equipment as an eligible priority. Atlas should not position the Nonagon N9+ without an applicant-specific, legitimate use case and confirmation of allowability.
QC Healthcare Fit: 5/100. This is provider-support funding rather than a physician-services procurement. Any clinical-services role would require a specific program need and confirmed allowable use.
Direct Vendor Review
Dr. Miltie, LLC is not an eligible direct applicant. The funding is for qualifying Vermont licensed or registered child care, preschool and afterschool programs.
Next Action
Eligible programs should confirm their license and CCFAP/Head Start status, verify current enrollment and quality/capacity factors, obtain any required school administration approval, and submit the online application by September 14, 2026 at midnight.
