Opportunity Overview
Union County Human Services (UCHS) is accepting proposals for its 2027 Non-Emergency Demand-Response Transportation RFP. Selected provider(s) will deliver alternative transportation for Medicaid-covered appointments, protective-services case-plan activities, employment and training, and other eligible UCHS programs. The contract period is January 1 through December 31, 2027.
Funding and Contract Structure
Program funding comes from the Ohio Department of Job and Family Services to UCHS. Resulting agreements are cost-reimbursement contracts. The RFP does not publish a fixed contract ceiling or guaranteed award amount. Providers must submit a rate/price sheet, and requested amounts remain subject to available funds and final approval by UCHS and the Union County Board of Commissioners. No mandatory applicant match or cost share is stated.
Deadline and Submission
Complete proposals must be received by September 14, 2026 at 4:30 p.m. EST. UCHS accepts proposals by mail, email, fax, or in person. Email submissions go to Union_Accts_Recv@jfs.ohio.gov, with the proposal directed to Samantha Meaige / Transportation RFP at Union County Human Services, 940 London Avenue, Suite 1800, Marysville, Ohio 43040.
Eligible Providers
Public entities, private nonprofit organizations, and private for-profit entities may submit proposals. Providers must demonstrate a proven transportation-services track record and experience with the target populations. Private transportation vendors must satisfy applicable Ohio Administrative Code requirements, including criminal-background and database-review conditions for direct-service employees.
Core Qualifications
Competitive providers must demonstrate timely service coordination and delivery, state-required liability coverage of at least $2 million, an adequate vehicle fleet, appropriate driver training/certifications, criminal-background-check compliance, experience serving special-needs populations, prior transportation-performance references, and a complete rate sheet and closure schedule. Transportation includes in-county and out-of-county service, primarily in Union County and contiguous counties.
Required Proposal Materials
The controlling RFP requires the Organizational Information Sheet (Attachment A), proposal checklist (Attachment B), Vendor Requirements (Attachment C), Management Assurances (Attachment D), Debarment/Suspension/Ineligibility certification (Attachment E), Vendor Code of Conduct (Attachment F), proof of liability coverage, Ohio Workers’ Compensation coverage, signed W-9, program narrative, staff qualifications, relevant transportation experience, a description of how all RFP requirements will be met, Union County operating experience or a startup timeline, rate/price sheet, holiday/closure schedule, vehicle list including accessibility information, background-check assurance, and ownership information when applicable.
The county’s published Q&A clarifies that proof of commercial transportation insurance from another state is acceptable for proposal submission if Ohio-compliant coverage is obtained before contract execution. Ohio Workers’ Compensation coverage may also be established after award but before contract execution.
N9+ / Dr. Miltie Strategic Analysis
N9+ Fit Score: 0/100. This is a transportation-service contract. The RFP requires fleet capacity, transportation performance, driver and safety qualifications, scheduling, trip tracking, and cost-reimbursement billing. It does not fund remote physical examination or telehealth technology.
Atlas Opportunity Score: 15/100 for Dr. Miltie/QC Healthcare. The procurement is legitimate Ohio healthcare-access intelligence, but Dr. Miltie is not a credible direct bidder on the current record because the RFP requires operating transportation capacity and proven transportation experience that Atlas has not verified internally. No applicant or direct-vendor outreach is recommended.
