Funding
Oregon OEM’s FY2026 funding methodology identifies approximately $2,050,493 in formula funding: about $1,771,790 for counties, $192,948 for Tribes, and $84,039 for Regional Bomb Teams. The formula base rate is $21,439. OEM also identifies approximately $872,550 in estimated competitive funds, but the competitive component is not currently open. No universal per-project maximum is stated for the open formula component.
Who can apply
Eligible applicants are local and Tribal units of government that are NIMS compliant or actively working toward compliance. County and Tribal emergency managers, or assigned staff, submit applications for their jurisdictions. Regional Bomb Team leads submit bomb-team projects. Counties and Tribes may coordinate projects that serve eligible local partners within their areas, including public-safety, health, and community organizations, but those partners are not automatically direct applicants.
Eligible project areas
Every project must have a documented terrorism nexus and align to one of five investment areas: Emergency Communications; Information Sharing; Planning, Assessments and Exercise; Soft Target Hardening and Counter UAS; or Training and the State Qualification System. A current NIMS assessment is required.
Match and payment
No match is required for SHSP formula funding. Oregon OEM notes that competitive projects with at least a 20 percent local match may receive priority if competitive funding becomes available, but that competitive component is not currently open. Match may not come from other federal or state funds. The grant operates on a reimbursement basis, and the anticipated period of performance is 24 months, subject to final award timing.
Submission
Oregon OEM sends the application portal to each county or Tribe. Counties and Tribes submit a combined coversheet with their project applications. Regional Bomb Team leads submit their applicable projects through the state process.

The program is important for Oregon emergency preparedness, but the reviewed guidance does not establish a direct telehealth, remote-examination, or clinical-technology use case for the Nonagon N9+ device and platform. A role should only be considered if an eligible government-led project establishes a legitimate terrorism-preparedness healthcare or emergency-response use case and Oregon OEM confirms equipment allowability.
