Michigan Bay County Opioid Remediation Grant Program Fall 2026

Opportunity: Bay County Opioid Remediation Grant Program, Fall 2026 cycle

Status: Expired. The Fall 2026 application cycle closed September 14, 2026 at 11:59 p.m. The controlling public materials did not label a time zone.

Funding: BACF states that $400,000 was approved for the first 2026 grant cycle from Bay County opioid settlement funds. The Fall 2026 guidelines do not set a universal per applicant dollar ceiling. A nonprofit request must be no more than 50 percent of the organization’s annual operating budget, and up to 10 percent of the total request may be indirect costs.

Deadline: Both the Letter of Intent and full application are due by 11:59 p.m. on September 14, 2026. The current BACF guidelines and LOI do not label a deadline time zone, so Atlas does not infer one.

Grant period: Funded activities may not begin before November 10, 2026, and the current application states that projects for this cycle generally must end before November 10, 2027.

Eligibility and purpose

Eligible applicants include registered 501(c)(3) nonprofit organizations, registered faith based organizations, public entities such as governmental agencies or educational institutions, and projects fiscally sponsored by an eligible nonprofit, faith based organization, or public entity. Proposed work must benefit Bay County residents impacted by opioid use and support treatment of Opioid Use Disorder and co occurring Substance Use Disorder or Mental Health conditions through evidence based or evidence informed treatment, prevention, or other approved opioid remediation strategies.

Exhibit E expressly includes expansion of telehealth for OUD and co occurring SUD/MH treatment and recovery support, mobile intervention and treatment services, screening and referral strategies, hospital bridge and warm handoff programs, school based prevention and treatment connections, EMS related connections to treatment, maternal and postpartum services, and selected technology supported SBIRT strategies.

Application process and required materials

The application is a two part electronic process through the BACF grant portal. Applicants must first submit a Letter of Intent and receive BACF approval before gaining access to the full application. BACF asks applicants to allow three to four days for LOI review. Hard copy applications are not accepted and extensions will not be granted.

The full application requires a detailed project narrative, target demographics, statement of need, sustainability plan, collaboration information, measurable activities, outputs and outcomes, and BACF’s required project budget form. Required organizational documentation includes a current Board of Directors list, current annual operating budget and current financial statement for organizations other than government entities and schools, IRS Form 990 filing documentation where applicable, and a Michigan Charitable Solicitation License when required. Fiscal sponsored applicants must provide sponsor details and a letter confirming the sponsor relationship and financial responsibility. Applicant certifications require truthful information and agreement to provide requested reporting.

The scoring rubric evaluates eligible opioid remediation use, cost, impact, proposal quality, feasibility, and sustainability. The Foundation may provide partial funding.

Match, cost share, and material restrictions

Atlas did not identify a mandatory non Federal match or cost share percentage in the current BACF guidelines, LOI, application, or scoring rubric reviewed for this cycle. Applicants must use settlement funds only for eligible opioid remediation purposes under Exhibit E. Indirect costs are limited to 10 percent of the total funding request. BACF also states that the application and review may be public information because of the opioid settlement funding and the Foundation’s contractual relationship with Bay County.

The Nonagon N9+ device and platform has a legitimate conditional pathway where an eligible Bay County applicant designs an evidence based opioid remediation project that uses clinician guided telehealth or mobile clinical assessment to increase access to OUD treatment, co occurring behavioral health care, recovery support, or clinically appropriate follow up. Exhibit E expressly supports telehealth expansion and mobile treatment services, but it does not preapprove the Nonagon N9+, a specific vendor, or a particular device or platform expense. Any technology role must be necessary to the applicant’s approved project and confirmed allowable under settlement and BACF requirements.

QC Healthcare or other clinical service participation is likewise conditional on applicant need, licensure, scope, procurement, budget, and funder allowability. Dr. Miltie, LLC is not classified as a direct applicant under the published applicant classes for this cycle.

Outreach status

The Fall 2026 application cycle is closed. Atlas will not initiate new applicant outreach, create new applicant packages, or treat this cycle as open. Publication is informational and does not authorize or imply an application or vendor commitment by any organization.
