The County of Maui Department of Housing is accepting FY2028 Affordable Housing Fund applications for affordable housing projects serving households at or below 140% of Maui County area median income. Applications are due October 23, 2026 at 4:00 p.m. HST.

Funding

The County has not published a fixed FY2028 program total or per-project cap in the current notice. Applicants may receive the full or a partial amount requested, and all awards are subject to available funds. The official application permits grant assistance or a 3% interest-bearing loan.

Who May Apply

Eligible applicants include public agencies, private nonprofit organizations, community land trusts, and private for-profit entities. Projects must comply with Chapter 3.35, Maui County Code, and provide housing opportunities for income-eligible Maui County households at or below 140% AMI.

Eligible Uses

Eligible uses include land acquisition, residential building acquisition, new construction, rehabilitation, onsite improvements, planning and design, and off-site infrastructure. Project readiness is a major evaluation factor, including site control, environmental review, land-use approvals, and a realistic development schedule.

Leverage and Match

No fixed numeric match percentage is stated in the current materials. Leveraged funds account for 30% of scoring. Applicants should document other non-County resources and the County share relative to total project cost. For projects using County funds for land acquisition or construction, the current public notice requires commitments for all other funding sources.

Scoring

Community need is weighted at 25%, applicant information and specialized experience at 10%, project readiness at 35%, and leveraged funds at 30%. Current County materials also identify priorities including off-site infrastructure, projects serving households between 81% and 120% AMI, and development on County-owned land.

Submission

The official FY2028 application requires five printed copies of the completed application and exhibits plus one complete digital copy submitted by email. All application materials must be received no later than October 23, 2026 at 4:00 p.m. HST. Mailed applications must be postmarked by that same deadline.

Document note: one page of the public-notice PDF appears to contain a clerical “2025” typo in its deadline sentence. The FY2028 application, live County program page, and County press release each state October 23, 2026, so Atlas uses that date as the controlling current deadline.

Atlas Fit

This is a strong Atlas grant-package opportunity because the application requires project-readiness evidence, sources-and-uses budgeting, site-control documentation, environmental materials, leverage commitments, and housing analysis. N9+ and QC Healthcare are not a defensible fit for the published housing-development purpose.
