Kansas KDHE 2026-2027 CPR Training and AED Purchase & Maintenance Grant Program
The Kansas Department of Health and Environment (KDHE) is accepting applications for state funding that supports cardiopulmonary resuscitation (CPR) training and automated external defibrillator (AED) purchase and maintenance. The program is authorized by Kansas House Bill 2513 and emphasizes expanding access to lifesaving training and equipment in rural communities.
Total funding: $750,000 across three opportunities: $500,000 for AED purchase and maintenance for eligible public and nonpublic school districts; $125,000 for CPR and AED training for eligible public and nonpublic school districts; and $125,000 for AED purchase and maintenance for eligible religious or charitable associations, libraries and tribal entities.
Request amount: KDHE states there is no minimum request and no per-application cap. The agency recommends requests in the $5,000 to $40,000 range and requires the amount to be justified by the project budget.
Eligibility: Eligible applicants include public school districts, nonpublic school districts, religious or charitable organizations or associations, libraries and tribal entities that have a registered and approved Cardiac Emergency Response Plan (CERP) with KDHE. School applications must be submitted by the district office rather than an individual school. A district or parent organization may request support for multiple buildings when the request is properly justified.
Allowable costs: AED purchase, AED maintenance and related supplies are allowable. CPR, first-aid and AED training costs are allowable only for public and nonpublic school districts. The RFA budget structure permits equipment and supplies, limited trainer travel, outside training contracts and other justified allowable expenses. KDHE specifically notes that AED maintenance may include storage cases, inspection cards, batteries, pads and first-aid supplies, and that CPR training equipment such as a compression dummy may be proposed.
Unallowable costs: Staff salaries, staff recruitment, food and beverages, lobbying or advocacy, and other publicity or propaganda costs identified in the RFA are not allowable. Regular employee salary costs for attending training or performing assigned duties are not eligible.
Payment structure: Awards are reimbursement-based. Purchases, maintenance or training performed before the fully executed contract date are not reimbursable. Expenses must be incurred by June 30, 2027 and invoiced to KDHE no later than July 31, 2027.
Application timing: The first application review begins October 1, 2026. Applications are reviewed on a rolling basis, generally every three weeks, and awards continue until available funds are exhausted. The final submission deadline is April 30, 2027 at 12:00 PM. The current RFA does not state a time zone, so Atlas does not infer one. Applicants are encouraged to apply early because funding may be depleted before the final date.
Required materials: Applicants must complete the electronic survey application and provide a completed signed W-9, an eligible CERP reviewed within the last year, and a budget justification. Supplemental documentation is submitted to KDHE.CERP@ks.gov. Incomplete or improperly formatted applications will not be reviewed.
N9+ Fit Score: 0/100. The program is narrowly limited to AED purchase and maintenance and, for school districts, CPR/AED/first-aid training. The current RFA does not establish allowability for remote physical-examination devices or general telehealth equipment. N9+ must not be introduced or forced into this opportunity.
QC Healthcare Fit Score: 10/100 conditional. A vendor role could exist only if QC Healthcare independently provides eligible AED equipment, maintenance or training under applicable procurement requirements. Atlas has not verified that condition and will not assume it.
Direct Vendor Fit: 0/100 at present. This is an applicant grant program, and Atlas has not verified Dr. Miltie or QC Healthcare as an eligible Kansas applicant or approved vendor for this funding.
