The program is funding of last resort. Emergency funds cannot be used for capital projects or to match other state general funds.

Application and procurement requirements

The current policy requires a cover page with original authorized signatures, a budget page, and a targeted narrative on senior-center letterhead of no more than two pages. Applicants must document other funding sources sought and not received, address ownership or lease responsibility when relevant, explain how the request benefits seniors, and generally provide three bids for resolving the emergency. If fewer than three bids are obtained, the narrative must explain why. A senior-center representative must attend the WSSB meeting at which the request is considered. Reputable retail internet purchasing is permissible, although WSSB encourages local or neighboring procurement when possible.

Awards depend on available funding and a request may not exceed the maximum amount set by the Board.
