Opportunity Overview
The Wisconsin Department of Veterans Affairs (WDVA) is accepting applications for the State Fiscal Year 2026 County Transportation Grant. The program supports Wisconsin county and Tribal Veteran transportation programs that develop, maintain, or expand transportation for Veterans traveling to medical appointments arranged or conducted by the U.S. Department of Veterans Affairs.
Funding and Deadline
WDVA states that grants are available for up to $200,000. The current application window closes October 2, 2026 at 4:00 p.m. CST. Applications are submitted through the WDVA online Grant Portal.
Eligibility
WDVA Bulletin 1117 states that County Transportation Grant funds may be provided to counties and Tribes that are not served by transportation services provided by the Wisconsin Department of Disabled American Veterans. For the 2026 cycle, WDVA defines a qualifying regularly scheduled pickup point as 150 or more scheduled and qualifying rides originating within the county or Tribe during the prior State Fiscal Year. WDVA identifies Chippewa, Dane, Douglas, Eau Claire, Milwaukee, Oneida, and Outagamie Counties as currently meeting that DAV threshold. New applicants and applicants expanding a transportation program may apply using anticipated miles and Veterans to be served for the remainder of the State Fiscal Year.
Application Requirements
The current WDVA FAQ states that applications are electronic only and that paper applications are not accepted. Applicants create a new portal password and profile for the current grant year. The live application identifies the supporting documentation required for submission. Wisconsin Administrative Code VA 16.02 requires existing-program applicants to provide a financial statement covering transportation-related revenue and expenses, a program statement describing coordination, scheduling, transportation methods and any Veteran fees, and a report of Veterans transported and miles driven. New or materially expanded programs may submit a proposed program statement and budget with estimated transportation miles.
Match and Cost Share
The current WDVA announcement, FAQ and Chapter VA 16 do not state a separate percentage matching or cost-share requirement for this grant. VA 16.02 instead limits an award so that it may not exceed the applicant’s unreimbursed transportation expenditures for the grant year. Applicants remain responsible for complying with the current portal terms and any award conditions.
Material Restrictions and Administration
Grant funds must be used to develop, maintain, or expand qualifying Veteran transportation services. A recipient may not allocate grant funds to a county department for a purpose that is not an integral part of the transportation delivery system, and a county may not reduce funding to its County Veterans Service Office because it receives this grant. Recipients must cooperate with WDVA review and audit requirements. WDVA may recover funds that were awarded in error, used outside program requirements, or exceeded qualifying unreimbursed expenditures.
