Opportunity Overview
The Wisconsin Department of Veterans Affairs is accepting applications for the 2026 County Transportation Services Grant. The program supports eligible counties and Tribes in developing, maintaining, and expanding transportation services for Veterans, including multicounty cooperative transportation services.
Funding and Deadline
WDVA states that grants may provide up to $200,000. The 2026 application window opened September 1, 2026 at 4:00 PM CST and applications are due October 2, 2026 at 4:00 PM CST.
Eligibility
Under WDVA’s 2026 announcement, funding is available to counties and Tribes that are not served by transportation services provided by the Wisconsin Department of Disabled American Veterans. For the 2026 cycle, WDVA defines a regularly scheduled pick-up point as 150 or more scheduled and qualifying rides originating within the county or Tribe during the prior State Fiscal Year. WDVA reports qualifying DAV service at that threshold in Chippewa, Dane, Douglas, Eau Claire, Milwaukee, Oneida, and Outagamie counties. Individually requested rides outside regularly scheduled stops do not count toward that threshold. New applicants and programs seeking expansion may describe anticipated miles and Veterans served for the remainder of the State Fiscal Year after award.
Application and Administration
The application is electronic only through the WDVA grant portal. Applicants must create the current-cycle portal profile and supply documentation required by the online application, applicable statute or administrative code, and announcement. Award notices are sent to the Tribal Leader or County Executive with the CVSO or TVSO included. Awarded funds are transmitted electronically. Questions may be directed to the WDVA Grants Team using the current grants inbox shown in the official notice and FAQ.
Atlas Fit Analysis
Atlas Opportunity Score: 72/100. This is a useful Wisconsin Veteran-access funding opportunity with a defined October deadline and potentially substantial support for transportation infrastructure, but its purpose is transportation rather than clinical equipment or care delivery.
N9+ Fit: 0/100. QC Healthcare Fit: 0/100. Direct Vendor Fit: 0/100. The controlling material reviewed by Atlas is focused on Veteran transportation services and does not establish telehealth, remote physical examination, clinical equipment, or Dr. Miltie services as an eligible cost. N9+ should not be forced into this program.
Applicant Development Priority
Prioritize otherwise eligible Wisconsin counties and Tribes that lack a qualifying regularly scheduled DAV pick-up point and can document unmet Veteran transportation need, anticipated rides and miles, and administrative capacity. Before outreach, verify applicant-specific eligibility, the responsible executive or Veteran-service decision maker, no prior same-opportunity outreach, completed Atlas and Zoho CRM deduplication, and Email Opt-Out not true.
Controlling Sources
Use the Wisconsin Department of Veterans Affairs Grants for Local Government page, WDVA Bulletin 1117, the current online grant portal, and the September 1, 2026 Transportation/CVSO/TVSO Grant FAQ as the controlling materials. Applicants should rely on live WDVA materials for amendments and final submission requirements.
