Eligible Uses and Material Restrictions

Projects must align with opioid-settlement approved uses and Green Lake County priorities. The County directs applicants to Exhibit E and the OSPRI tool when designing projects. Eligible strategies include prevention, harm reduction, treatment, recovery, criminal justice, enforcement, community-based programs, evaluation, communication, and stigma reduction.

Exhibit E expressly includes expanding telehealth to increase access to treatment for opioid use disorder and co-occurring substance use or mental health conditions, including medication treatment, counseling, psychiatric support, and other treatment or recovery support. This does not by itself establish that any particular technology, device, or equipment purchase is allowable. Applicants should justify each cost against the approved-use framework and the County’s application requirements.

The County states that applicants should not replicate Wisconsin DHS efforts in which Green Lake County already participates, such as County-supported naloxone or drug-checking-strip distribution and certain EMS leave-behind efforts. Supplanting activities already budgeted or normally funded by the organization is prohibited, as is lobbying. Awardees must participate in biannual reporting, and funded work is expected to be completed within one year.
