Opportunity Overview
Current West Virginia local opioid-abatement funding opportunity. The City of Weirton maintains an Opioid Settlement Funding Request process for governmental entities and tax-exempt nonprofit entities proposing work to combat the opioid crisis. The City identifies five eligible core categories under the West Virginia First Memorandum of Understanding: Education, Emergency Services, Prevention, Intervention, and Rehabilitation.
Funding
The City does not publish a per-request minimum or maximum. Applicants state total project cost, amount requested, whether the request is lump sum or recurring, and other funding sources. Alternative funding sources and whether a request is one-time or ongoing are substantive review considerations.
Deadline and Availability
The current City page and application do not publish a submission deadline, clock time, or time zone. The application is currently available and the City states that it has received and expects to continue receiving opioid-settlement funds. Atlas does not infer permanent year-round status. Applicants should confirm current availability with the City Clerk before committing application work.
Eligibility
The City’s procedural screen requires a governmental entity or tax-exempt nonprofit entity, a completed City application, a request fitting at least one listed category, and an established history of addressing the relevant concerns and undertaking qualifying projects.
Required Application Information
The official application requests legal name and FEIN; address, email, and phone; board, officer, or member names; project description and category fit; overall project cost; other funding sources; requested amount and lump-sum or recurring terms; expected project impact; and requested City services, partnerships, or assistance. Significant requests are encouraged to include a funding, project, or nonprofit business plan; the City states that a significant request without a plan may be summarily denied.
Review and Reporting
Funding decisions are made by Weirton City Council. The City may request an applicant appearance. Awardees are expected to provide quarterly updates, or updates on reasonable request, including funds awarded, funds spent, and progress toward the funded purpose.
Submission
Submit to City of Weirton, c/o City Clerk, 200 Municipal Plaza, Weirton, WV 26062, or by email to cityclerk@cityofweirton.com. No mandatory cost-share percentage is published.
N9+ and QC Healthcare Fit
N9+ Fit Score: 50/100, conditional. A legitimate pathway may exist when an eligible applicant proposes a clinically grounded intervention, rehabilitation, emergency-services, or access project in which the Nonagon N9+ device and platform is necessary to the opioid-related service model. The City does not preapprove telehealth hardware, remote-exam devices, subscriptions, or any specific vendor.
QC Healthcare Fit: 82/100, conditional. Behavioral-health, substance-use, recovery, intervention, care-coordination, and related health-service projects can fit when led by an eligible applicant. QC Healthcare would be a vendor or project partner only where the applicant’s funded scope and City approval support that role. Dr. Miltie direct-applicant fit: 0/100 under the published applicant screen.
Atlas Analysis
Atlas Opportunity Score: 89/100. This is a current local-government opioid-abatement funding pathway with direct substance-use relevance, flexible request sizing, and clear submission mechanics. Constraints are the absence of a published request cap and deadline and the need for an applicant-controlled project, budget, outcomes, history, and funding structure.
Outreach Status
No new cold outreach is authorized from this record solely because the current City source does not publish an exact deadline and does not expressly characterize the application as permanently rolling or year-round. Applicant selection must also account for prior City opioid-funding requests and duplicate-pursuit checks.
